Abstract: This research investigates the implementation of early childhood education (ECE) policies in Nigeria, focusing on challenges, successes, and implications for educational outcomes. The objectives are to analyze current policy frameworks, evaluate their effectiveness in addressing educational disparities, and propose strategies for policy improvement and implementation. Using a policy analysis survey research design, this study justifies its approach by surveying policymakers, educators, and community stakeholders to gather perspectives on policy implementation barriers and facilitators. A purposive sample size of 250 participants ensures representation from diverse sectors and geographic regions across Nigeria. Kaduna State is selected as the case study location, known for its proactive stance on educational policy reforms and community engagement. The reliability coefficient score will assess the consistency of policy perceptions and recommendations derived from qualitative and quantitative data analysis. Findings are expected to inform evidence-based policy decisions and advocate for reforms that enhance ECE accessibility, quality, and equity nationwide.
