In order to achieve the set objectives of the study which were: to determine the frequency of exposure to television programmes by civil servants; to ascertain the kind of television programmes the civil servants watch on the TV stations; to examine the volume of television programmes they watch on the TV stations; to establish what the civil servants pay attention to in the television programmes they watch; to find out how television programmes of TV stations shape civil servants world view concerning social behaviour in their environment; and to explore how television programmes of TV stations shape civil servants world view concerning social behaviour in their enviroment, a dual- research design was employed (survey and focus group discussion). From available literature reviewed, television has become a part of the daily life of its audience and has transformed the traditional functions of the mass media which is to inform, educate and entertain due to its potential of sight and sound. It was also discovered from available statistics that more than 95 per cent of households in America own at least one televsision set and television plays on an average of about seven hours daily and most of its audience are people. The questionnaire was used to collect data for the survey from a sample size of 339 respondents. The focus group discussion made use of the focus group discussion guide and a “midget” or small tape recorder to collect data from 12 participants divided into two equal groups (male and female). The results of the study showed that civil servants frequently watched television. This establishes the fact that the frequent exposure of civil servants to television plays a significant role in shaping their social behaviour.
