Background of the study
Regional autonomy has significant implications for language planning, particularly in regions with strong cultural identities. In Northern Nigeria, the Hausa language is a cornerstone of social and cultural life, and its development is deeply influenced by the degree of regional autonomy exercised by local governments. With increased autonomy, regional authorities have greater discretion in formulating and implementing language policies that cater to local needs and priorities (Abubakar, 2023). These policies often focus on preserving traditional linguistic practices while promoting modern educational and media applications of Hausa. The evolving political landscape has provided opportunities for tailored language planning initiatives that reflect regional values and promote linguistic cohesion. However, the decentralization of power also presents challenges, including disparities in resource allocation and inconsistencies in policy enforcement (Sani, 2024). This study investigates the impact of regional autonomy on the planning and implementation of Hausa language policies, exploring how local governance structures affect language education, media representation, and cultural preservation. By analyzing policy documents, local government reports, and stakeholder interviews, the research aims to provide a comprehensive overview of the successes and challenges associated with decentralized language planning (Ibrahim, 2023; Musa, 2024).

Statement of the problem
Despite the potential benefits of regional autonomy, the planning of the Hausa language in Northern Nigeria faces numerous challenges. Variations in policy implementation, limited funding, and regional disparities in governance have led to inconsistencies in language planning initiatives (Abubakar, 2023). The decentralized approach, while fostering localized decision-making, has resulted in fragmented efforts to standardize Hausa language practices across the region. Moreover, the lack of coordination between local and national policies has further complicated the development of a cohesive language strategy (Sani, 2024). This study seeks to identify the critical barriers hindering effective Hausa language planning under regional autonomy and to propose strategic interventions that can bridge the gap between local initiatives and national objectives (Ibrahim, 2023).

Objectives of the study:

  1. To assess the impact of regional autonomy on Hausa language planning.
  2. To identify challenges in the decentralized implementation of language policies.
  3. To propose strategies to harmonize local and national language planning efforts.

Research questions:

  1. How does regional autonomy affect Hausa language planning in Northern Nigeria?
  2. What challenges arise from decentralized language policy implementation?
  3. How can local and national language planning efforts be better integrated?

Significance of the study
This study is significant as it provides a critical analysis of the effects of regional autonomy on Hausa language planning in Northern Nigeria. The findings will offer valuable insights for policymakers and regional authorities in designing cohesive language strategies that align local initiatives with national goals. By addressing the challenges of decentralization, the study aims to promote more effective language planning, thereby enhancing cultural preservation and educational outcomes (Abubakar, 2023; Sani, 2024).

Scope and limitations of the study:
This study is limited to examining the effect of regional autonomy on Hausa language planning in Northern Nigeria. It focuses exclusively on language planning initiatives within the region and does not address national policies.
