Background of the study
The promotion of indigenous language media has been a key strategy for cultural preservation and national integration in Nigeria. In Enugu, the growth of Igbo language media serves as an important indicator of language vitality and cultural resilience. Recent policy interventions aimed at bolstering media outlets that use the Igbo language have sought to address historical marginalization and provide platforms for indigenous expression (Okafor, 2023). Despite these efforts, there remain challenges related to funding, regulation, and content quality that impede the full realization of policy objectives (Chukwu, 2024). This study examines the effectiveness of such policies by analyzing their impact on media production, audience engagement, and the overall sustainability of Igbo language media. The discourse integrates perspectives from media studies, cultural policy, and communication theory, providing a comprehensive background for assessing current policy frameworks (Nwankwo, 2023). By situating the discussion within contemporary debates on language rights and media globalization, the study also considers how local initiatives can counterbalance dominant linguistic influences. The exploration of policy effectiveness is crucial for identifying gaps and proposing measures that support both cultural heritage and modern communication needs, thereby ensuring that Igbo language media thrive in a competitive digital environment (Okeke, 2024).
Statement of the problem
Despite deliberate policy measures aimed at promoting Igbo language media in Enugu, challenges persist in achieving sustainable growth and quality content production. The media landscape is characterized by uneven resource allocation, bureaucratic constraints, and a lack of cohesive strategic direction (Okafor, 2023). These issues contribute to inconsistent programming and limited audience reach, which undermine the potential for cultural enrichment and economic viability in indigenous media platforms (Chukwu, 2024). Moreover, stakeholders often cite insufficient regulatory oversight and the absence of comprehensive evaluation mechanisms as significant impediments to policy success. This research aims to critically assess these shortcomings, addressing the gap between policy intent and practical outcomes, and to recommend effective strategies that can enhance the operational efficiency and cultural relevance of Igbo language media (Nwankwo, 2023).

This study is confined to the evaluation of policy effectiveness in promoting Igbo language media in Enugu. It does not cover media practices in other regions or languages, nor does it address broader national media policies.
