Abstract: This study addresses the needs of special populations in vocational education in Nigeria, focusing on strategies to support diverse learners, including individuals with disabilities, marginalized groups, and adult learners, in accessing and succeeding in vocational training programs. Inclusive vocational education practices are essential for promoting equal opportunities, enhancing workforce diversity, and addressing socio-economic inequalities. The research aims to (1) identify barriers and challenges faced by special populations in accessing vocational education, (2) assess effective policies, programs, and support services for promoting inclusivity and addressing diverse learning needs in vocational settings, and (3) propose recommendations for creating inclusive learning environments and enhancing support systems to facilitate equitable participation and success of special populations in vocational education. A survey research design is justified to gather insights from educators, disability advocates, and special population representatives. A sample size of 300 participants will be selected through purposive sampling to represent vocational institutions, disability support organizations, and adult education providers in Plateau State. Case studies will examine inclusive practices and support initiatives in vocational education settings. Findings indicated varying levels of accessibility, support services, and awareness of inclusive practices, with successful models demonstrating personalized learning approaches and adaptive technologies. Recommendations include improving physical accessibility, providing specialized training for educators, and expanding financial aid and counseling services to enhance inclusivity and support special populations' educational and career aspirations in vocational education.
