Abstract
In this study the definition of small-scale industries was fully illustrated, which is the private and public sectors. The characteristics of the small scale industries was also defined which entails the importance of small scale industries in economic development. Policies and its implications were also discussed where the government policies were also treated. The small scale industrial structural adjustment and aims of industrial policies of Rivers State Government, Nigeria were fully highlighted. In the light of this circumstance there is the understanding that the small scale industries are striving from unforeseen circumstance of unguided policies that are rather denunciative to their welfare and sustenance rather than abridging their wellbeing to a higher level of product output. However, the small scale industrial sectors have been able to sustain and survive in-spite of the neglect by government in assisting them normally and financially.
