Background of the study
This study investigates the influence of cultural policy on the development of the Yoruba language in Ibadan, a city known for its rich cultural heritage. Cultural policies play a crucial role in shaping language education, media production, and community engagement initiatives that support the growth and sustainability of indigenous languages (Adewale, 2023). In Ibadan, efforts to promote the Yoruba language have been intertwined with policies that aim to preserve and revitalize traditional cultural practices. These policies have led to the development of language curricula, cultural festivals, and media content that celebrate Yoruba identity while encouraging contemporary adaptations. However, challenges such as inadequate funding, competing global influences, and regional dialectal differences continue to impact the effectiveness of these cultural policies (Oluwole, 2024). The study employs qualitative methods, including policy analysis, interviews, and field observations, to assess how cultural policy has influenced language development in both formal and informal settings. It examines the balance between cultural preservation and modern linguistic innovations, highlighting successes and areas needing further improvement (Adewale, 2023).

Statement of the problem
Despite robust cultural policies, the development of the Yoruba language in Ibadan faces significant challenges. Policy initiatives have not fully mitigated the effects of globalization and internal dialectal diversity, leading to inconsistent language practices in education and media (Oluwole, 2024). Moreover, the disconnect between policy intent and grassroots implementation has resulted in uneven progress in language revitalization efforts. The study seeks to identify these challenges and assess how effectively cultural policies are being translated into tangible outcomes for Yoruba language development, thus addressing critical gaps in current policy approaches (Adewale, 2023).

Objectives of the study:

To investigate the impact of cultural policy on Yoruba language development in Ibadan.

 

To identify challenges in the implementation of these policies.

 

To propose strategies for enhancing language development outcomes.

Research questions:

How do cultural policies influence Yoruba language development?

 

What challenges hinder effective policy implementation?

 

What strategies can bridge the gap between policy and practice?

Significance of the study
This study is significant as it explores the interplay between cultural policy and Yoruba language development, offering insights for policymakers and cultural institutions. The findings will help refine policy approaches and ensure that cultural preservation efforts translate into practical benefits for language education and media. Ultimately, this research contributes to the sustainability and growth of the Yoruba language in Ibadan by providing actionable recommendations (Adewale, 2023).

Scope and limitations of the study:
This study is limited to investigating the influence of cultural policy on Yoruba language development in Ibadan, focusing solely on policy measures and their outcomes.
