Background of the study:
Government agricultural policies play a vital role in shaping the fortunes of small-scale cocoa farmers in Ikom. Over the years, policy interventions have aimed to enhance productivity, ensure fair pricing, and provide support for sustainable farming practices (Etuk, 2023; Mba, 2024). Cocoa farming, a traditional livelihood for many rural families, has faced challenges including fluctuating market prices, pest infestations, and limited access to modern farming technologies. Recent research suggests that policy reforms, when effectively implemented, can significantly improve the income and quality of life of small-scale cocoa farmers (Udo, 2024). However, gaps in policy implementation and inconsistencies in support mechanisms have raised concerns about the overall impact of these policies. This study investigates how government agricultural policies influence the productivity and economic well-being of small-scale cocoa farmers in Ikom. It examines the effectiveness of current policy measures, explores farmers’ adaptive strategies, and considers the broader socio-economic implications for rural development.
Statement of the problem:
Despite the introduction of government policies aimed at supporting cocoa farmers in Ikom, many small-scale producers continue to struggle with low productivity and unstable income. Inadequate policy implementation, lack of timely support, and market fluctuations have adversely affected the economic viability of cocoa farming. These challenges necessitate a thorough investigation into how existing agricultural policies impact the livelihoods of small-scale cocoa farmers, thereby identifying gaps that must be addressed to promote sustainable development in the sector.
Objectives of the study:
1. To evaluate the effectiveness of government agricultural policies on cocoa farming.
2. To examine the impact of these policies on the economic well-being of small-scale cocoa farmers.
3. To propose recommendations for policy improvements that enhance farmer productivity and income.

Significance of the study:
This study is significant as it assesses the real-world impact of agricultural policies on small-scale cocoa farmers, providing critical insights for policymakers. The findings will guide the development of more effective strategies to support rural agricultural development and economic stability.
Scope and limitations of the study:
The study is limited to the impact of government agricultural policies on small-scale cocoa farmers in Ikom Local Government Area, Cross River State and does not include large-scale commercial farms or other agricultural sectors.
