Background of the study:
Market taxation has long been a critical instrument for generating municipal revenue and regulating trade practices in urban centers. In Aba North Local Government Area, traders form a significant component of the local economy, and the imposition of market taxes is designed to formalize business activities while funding infrastructure improvements (Chukwu, 2023). Recent changes in tax policies have raised questions regarding their effectiveness, fairness, and overall impact on small traders. Studies indicate that while taxation can enhance government revenue, it may also impose operational burdens on traders, thereby reducing their profit margins and limiting business expansion (Nwankwo, 2024). Moreover, the administrative processes involved in tax collection are often fraught with inefficiencies and corruption, which further complicate compliance (Okoro, 2025). This evaluation critically examines the structure and implications of market taxation policies in Aba North, focusing on both the fiscal benefits to the government and the economic challenges encountered by traders. It also explores how improved tax administration and stakeholder engagement could lead to more balanced outcomes (Chukwu, 2023).

Statement of the problem:
Despite the intended fiscal benefits, market taxation in Aba North has generated significant challenges for traders, including increased operational costs, reduced profitability, and administrative bottlenecks. This study addresses the discrepancy between policy objectives and the lived experiences of traders, seeking to understand the adverse implications of current taxation practices (Nwankwo, 2024).

Objectives of the study:

  1. To evaluate the current market taxation policy and its implementation.
  2. To assess the economic impact on traders in Aba North.
  3. To recommend measures for improving tax administration and trader welfare.

Research questions:

  1. How effective is the current market taxation system in Aba North?
  2. What are the economic challenges faced by traders due to taxation?
  3. Which reforms could improve the balance between revenue generation and trader support?

Research Hypotheses:

  1. Market taxation negatively affects trader profitability.
  2. There is an inverse relationship between tax collection efficiency and trader satisfaction.
  3. Enhanced stakeholder engagement will lead to improved tax policy outcomes.

Significance of the study:
This study is significant as it offers critical insights into the impact of taxation on small-scale traders, helping policymakers to balance revenue needs with trader welfare, ultimately promoting a more equitable trading environment (Eze, 2023).

Scope and limitations of the study:
The study is confined to market taxation practices affecting traders in Aba North Local Government Area. It does not include other forms of taxation or regions, and it is limited by the availability of detailed fiscal data.
