Background of the study:
Fiscal policy, comprising government expenditure and revenue collection, is pivotal in shaping economic environments conducive to entrepreneurial activity. In Kaduna State, fiscal policies have been strategically implemented to stimulate business formation, innovation, and employment. The government’s fiscal measures, including tax incentives, subsidies, and investment in infrastructure, are designed to lower entry barriers for entrepreneurs and encourage private sector development. Empirical evidence suggests that favorable fiscal policies can significantly influence entrepreneurial growth by increasing access to capital, reducing operational costs, and fostering an ecosystem of innovation (Olawale, 2023). However, concerns remain regarding the equitable distribution of fiscal benefits, the transparency of government spending, and the effectiveness of these initiatives in promoting sustainable enterprise. This study examines how fiscal policies in Kaduna State have impacted entrepreneurial activity over two decades, contextualizing the role of fiscal stimuli within broader economic and social development frameworks. In doing so, it seeks to illuminate the linkages between fiscal policy, resource allocation, and business innovation, while also considering the challenges posed by administrative inefficiencies and policy misalignments (Abdul, 2024). The discussion further emphasizes the need for empirical research that integrates fiscal policy analysis with entrepreneurial outcomes to guide future policy reforms.
Statement of the problem:
Although Kaduna State has implemented various fiscal policies aimed at stimulating entrepreneurship, inconsistent policy application and limited financial transparency have undermined these efforts. Many aspiring entrepreneurs continue to face significant barriers, including bureaucratic delays and inadequate access to capital, which inhibit business development. These challenges are compounded by the uneven distribution of fiscal incentives and a lack of robust monitoring systems, resulting in suboptimal outcomes for entrepreneurial growth (Ibrahim, 2024). This study addresses the problem of identifying and mitigating the factors that constrain fiscal policy effectiveness in fostering entrepreneurial activity in Kaduna State.
