Background of the Study:
Anti-corruption policies are essential to promoting transparency and accountability in local government administration. In Obingwa Local Government Area, Abia State, the implementation of such policies has been a priority in an effort to curb mismanagement and abuse of power. This study examines the effectiveness of anti-corruption measures by evaluating policy frameworks, enforcement mechanisms, and the overall impact on governance. Recent empirical studies underscore that robust anti-corruption initiatives can lead to improved public trust, better resource allocation, and enhanced service delivery (Iheanacho, 2023). However, the implementation of these policies often faces challenges including bureaucratic resistance, limited oversight, and political interference. The context of Obingwa provides a unique opportunity to assess how targeted interventions and accountability frameworks operate in a local government setting. This investigation further considers the role of civil society and independent oversight agencies in reinforcing anti-corruption measures. By analyzing both successes and shortcomings in the implementation process, the study aims to provide recommendations for strengthening anti-corruption policies and fostering a culture of ethical governance (Nwachukwu, 2024). This inquiry is critical for understanding the dynamics of corruption and developing sustainable strategies for local government reform (Eze, 2025).

Statement of the Problem:
In Obingwa, despite the adoption of anti-corruption policies, there remain significant gaps in their effective implementation. Instances of corruption continue to undermine public trust and the overall efficiency of local government administration. Challenges such as weak enforcement mechanisms, lack of transparency, and political interference persist, thereby reducing the intended impact of anti-corruption measures. Addressing these challenges is vital for ensuring that local government resources are managed ethically and effectively. This study seeks to identify the barriers to successful policy implementation and propose practical solutions to enhance the effectiveness of anti-corruption initiatives (Onyema, 2023).

Objectives of the Study:

  1. To assess the effectiveness of anti-corruption policies in Obingwa Local Government Area.

  2. To identify barriers to the successful implementation of these policies.

  3. To recommend strategies to enhance policy enforcement and accountability.

Research Questions:

  1. How effective are current anti-corruption policies in Obingwa?

  2. What barriers hinder their successful implementation?

  3. What measures can improve the enforcement of anti-corruption policies?

Research Hypotheses:

  1. H₁: Anti-corruption policies have a positive effect on governance transparency.

  2. H₂: Weak enforcement mechanisms significantly undermine policy effectiveness.

  3. H₃: Strengthening oversight institutions will improve policy outcomes.

Significance of the Study:
This study is significant as it critically evaluates the impact of anti-corruption policies on local government administration. Its findings will provide practical recommendations for policymakers and stakeholders to reinforce ethical governance and improve public service delivery in Obingwa, contributing to broader efforts to combat corruption (Chukwu, 2024).
