Background of the study
Political clientelism, characterized by the exchange of political favors for support, has profound implications on service delivery at the grassroots level. In Oron Local Government Area, Akwa Ibom State, clientelistic practices have become embedded in the political fabric, influencing how resources are allocated and services are provided. The practice often involves political actors promising material or financial benefits in exchange for votes, leading to a system where service delivery is contingent on political loyalty rather than merit (Ebekwe, 2023). Such dynamics undermine the principles of transparency and accountability, leading to inefficiencies in public administration and uneven distribution of essential services. Recent analyses indicate that clientelism not only distorts policy priorities but also marginalizes the interests of citizens who are not part of the patronage network (Udo, 2024). Moreover, this phenomenon perpetuates corruption and fosters a cycle of dependency among beneficiaries. This study examines the extent to which political clientelism affects service delivery in Oron, exploring both its detrimental impacts and potential avenues for reform. By integrating contemporary political theories with empirical evidence, the research aims to uncover the structural challenges posed by clientelism and propose strategies for improving equitable service distribution (Okon, 2025).

Statement of the problem
Despite efforts to improve service delivery, Oron Local Government Area continues to experience significant challenges attributable to political clientelism. The prioritization of personal loyalty and patronage over merit-based policies has resulted in inefficient allocation of resources and substandard public services. Citizens frequently report unequal access to infrastructure, education, and healthcare services, which exacerbates socio-economic disparities. The entrenched nature of clientelistic networks further impedes reform efforts, leaving local governance bodies struggling to implement transparent and accountable systems. This study seeks to identify the key factors driving clientelism and assess its impact on service delivery, thereby highlighting the urgent need for policy reforms aimed at fostering equitable development.

Objectives of the study:

  1. To assess the impact of political clientelism on service delivery in Oron.

  2. To identify the mechanisms through which clientelism influences resource allocation.

  3. To propose policy interventions for reducing clientelistic practices.

Research questions:

  1. How does political clientelism affect service delivery in Oron?

  2. What are the main mechanisms that sustain clientelistic practices?

  3. Which policy interventions can mitigate the negative impacts of clientelism?

Research Hypotheses:

  1. H1: Political clientelism significantly undermines equitable service delivery.

  2. H2: Resource allocation in Oron is largely influenced by patronage networks.

  3. H3: Policy reforms targeting transparency can reduce the prevalence of clientelism.

Significance of the study
This study is crucial in highlighting the adverse effects of political clientelism on public service delivery. Its findings will offer evidence-based insights for policymakers and civil society organizations striving to implement reforms that promote transparency and accountability. By addressing the distortions caused by patronage networks, the research aims to enhance the quality and equity of services provided at the grassroots level, ultimately contributing to more effective local governance (Ibok, 2024).

Scope and limitations of the study:
This study is limited to investigating the relationship between political clientelism and service delivery within Oron Local Government Area, Akwa Ibom State, focusing exclusively on local-level dynamics.
