Background of the study:
The socio-economic landscape of Warri South Local Government Area is markedly influenced by persistent poverty, which has been linked to an upsurge in criminal activities. Over recent years, researchers have noted that economic deprivation can precipitate various forms of criminal behavior, as limited opportunities foster feelings of desperation and social exclusion (Olu, 2023). The interplay between unemployment, low educational attainment, and inadequate social services has contributed to an environment where criminal acts, ranging from theft to more organized crimes, become a means of survival (Adegoke, 2024). Historical neglect, rapid urbanization, and an unbalanced distribution of resources further exacerbate these issues. In such contexts, poverty not only undermines community cohesion but also weakens the effectiveness of formal security institutions, compelling some residents to resort to unlawful activities as alternative means of coping (Eze, 2023). Empirical evidence suggests that poverty intensifies socio-economic stress, thereby creating fertile ground for criminality (Bassey, 2024). The complexity of these factors necessitates a multidimensional analysis, one that considers economic, cultural, and political elements in tandem. Moreover, recent governmental policies have yet to yield significant improvements, highlighting the need for further investigation into the root causes of criminal behavior within impoverished communities (Chukwu, 2023). Thus, this study aims to critically assess the causal link between poverty and criminal activities in Warri South, with an emphasis on developing actionable policy recommendations.

Statement of the problem:
There is a growing concern that poverty in Warri South Local Government Area has directly contributed to an increase in criminal activities. Many residents, faced with limited economic opportunities, have resorted to illegal means to secure their livelihoods (Olu, 2023). Despite government interventions, the persistence of poverty-related challenges remains evident, and the correlation between economic deprivation and criminal behavior is increasingly worrisome (Adegoke, 2024). The absence of effective social welfare programs and the inadequate implementation of poverty alleviation policies have compounded the situation, leaving vulnerable populations exposed to criminal influences (Eze, 2023). This study intends to investigate the extent to which poverty exacerbates criminal behavior and to identify the underlying socio-economic mechanisms involved (Chukwu, 2023).

Objectives of the study:

  1. To examine the extent of poverty in Warri South Local Government Area.

  2. To analyze the relationship between poverty and criminal activities.

  3. To propose policy interventions aimed at reducing poverty-induced crime.

Research questions:

  1. How does poverty influence criminal activities in Warri South?

  2. What socio-economic factors mediate the relationship between poverty and crime?

  3. Which policy interventions can effectively mitigate the impact of poverty on criminal behavior?

Research Hypotheses:

  1. There is a significant positive relationship between poverty and criminal activities.

  2. Socio-economic factors mediate the relationship between poverty and crime.

  3. Effective policy interventions reduce the prevalence of crime associated with poverty.

Significance of the study:
This study is significant as it provides empirical evidence linking poverty to criminal activities, thereby offering insights for policymakers and law enforcement agencies. The findings will contribute to academic debates on socio-economic determinants of crime and inform the design of targeted poverty alleviation programs. By clarifying the role of economic deprivation in fostering criminal behavior, the study aims to guide future interventions that could foster community development and social stability (Olu, 2023; Adegoke, 2024).

Scope and limitations of the study:
This study is limited to the assessment of poverty and its influence on criminal activities in Warri South Local Government Area, Delta State. The analysis will focus on socio-economic factors and their direct impacts on crime without extending to other regions or unrelated variables.

  1. Poverty: A condition characterized by the lack of sufficient financial resources to meet basic living standards.

  2. Criminal activities: Behaviors that violate established legal norms and are punishable by law.

  3. Socio-economic status: The social and economic standing of an individual or group, typically measured by income, education, and occupation.
