Background of the Study :
Public sector reforms have been central to efforts aimed at improving service delivery and enhancing governmental efficiency in Nigeria. Kano State, with its diverse socio-economic landscape, provides an ideal context for assessing these reforms. Since 2000, initiatives such as decentralization, e-governance, and performance-based budgeting have been implemented to transform public administration and improve service quality (Salisu, 2023). These reforms were designed to address long-standing issues such as bureaucratic inefficiency, corruption, and inadequate resource allocation. The transformation of public institutions is expected to lead to better healthcare, education, and infrastructure services, thereby boosting public satisfaction and economic development (Bello, 2024). Despite these efforts, challenges persist in the form of slow implementation, resistance to change, and limited capacity for accountability. This study investigates how public sector reforms have affected service delivery in Kano State by analyzing performance indicators, stakeholder feedback, and administrative data over a twenty‐year period. The goal is to determine the efficacy of reform measures and suggest improvements for future policy interventions (Ibrahim, 2025).
Statement of the Problem
Although public sector reforms in Kano State have been introduced to enhance service delivery, the anticipated improvements have not been uniformly realized. Persistent issues such as bureaucratic inertia, inadequate training, and limited accountability have continued to hamper effective service provision. The gap between reform initiatives and their actual outcomes has resulted in substandard public services, thereby affecting citizen welfare and development prospects. This study seeks to examine the specific challenges that undermine the efficacy of public sector reforms and to evaluate the extent to which these measures have improved service delivery in Kano State (Salisu, 2023; Bello, 2024).
Objectives of the Study:
To assess the impact of public sector reforms on service delivery in Kano State.
To identify the challenges hindering effective implementation of reforms.
To propose strategies for enhancing public sector performance.
Research Questions:
How have public sector reforms affected service delivery in Kano State?
What challenges impede the effective implementation of these reforms?
What measures can improve the quality of public services?
Research Hypotheses:
H1: Public sector reforms significantly improve service delivery.
H2: Implementation challenges negatively affect reform outcomes.
H3: Strategic interventions can enhance the effectiveness of public reforms.
Significance of the Study
This study is significant as it evaluates the impact of public sector reforms on service delivery in Kano State. The insights generated will aid government officials and policymakers in identifying key areas for improvement. By addressing the challenges that hinder effective reform implementation, the research contributes to enhanced public services and better governance, ultimately fostering socio-economic development (Ibrahim, 2025).
