Background of the Study
Gender-based inequalities remain a significant barrier to the success of rural development programs, particularly in Ilaro Local Government Area, Ogun State. Despite concerted efforts by governmental and non-governmental organizations to promote inclusive growth, traditional social norms and institutional biases often marginalize women, limiting their access to resources, decision-making opportunities, and economic benefits (Adeyemi, 2023). Rural development initiatives that overlook gender disparities risk reinforcing existing power imbalances and hindering sustainable progress. Emerging research highlights that gender-sensitive policies and targeted empowerment programs can enhance community development by leveraging the untapped potential of women (Chukwu, 2024). In Ilaro, unequal land rights, limited access to credit, and inadequate representation in local governance are pervasive challenges that affect women’s economic activities. This study explores how gender-based disparities influence the implementation and outcomes of rural development programs, emphasizing the need for reforms that integrate gender equality into development planning. By addressing these inequities, the community can foster a more inclusive approach that not only improves livelihoods but also contributes to broader socio-economic resilience (Olu, 2025). The study seeks to contribute to the growing body of literature on gender and rural development by offering evidence-based insights and policy recommendations for achieving equitable growth.

Statement of the Problem
In Ilaro, gender-based inequalities continue to undermine the effectiveness of rural development programs. Women face systemic discrimination in accessing credit facilities, land ownership, and participation in local governance, which severely limits their capacity to contribute to community development (Akinola, 2023). The prevailing cultural norms and institutional biases marginalize female entrepreneurs and agricultural workers, perpetuating economic disparities and stifling social progress. Consequently, development initiatives often fail to reach half of the community, resulting in suboptimal outcomes and persistent poverty. Addressing these inequalities is imperative to ensure that rural development efforts are truly inclusive and capable of stimulating comprehensive economic growth (Mensah, 2024).

Objectives of the Study:

  • To assess the extent of gender-based inequalities in rural development initiatives in Ilaro.

  • To evaluate the impact of these inequalities on community economic progress.

  • To recommend strategies for integrating gender-sensitive approaches in development programs.

Research Questions:

  • What are the main forms of gender-based discrimination in Ilaro’s rural development programs?

  • How do these inequalities affect women’s economic opportunities?

  • What measures can effectively reduce gender disparities in rural development?

Research Hypotheses:

  • H1: Gender-based discrimination negatively impacts women’s participation in rural development.

  • H2: Inequalities in resource allocation hinder the overall success of rural development initiatives.

  • H3: Implementing gender-sensitive policies will significantly improve development outcomes.

Significance of the Study
This study is significant as it addresses critical gender disparities in rural development programs in Ilaro. By highlighting the challenges faced by women and proposing targeted policy reforms, the research contributes to more equitable and sustainable community development. Its findings offer valuable insights for local policymakers, development agencies, and academic researchers, ultimately promoting gender inclusivity and social justice. The study’s recommendations may serve as a model for similar rural communities facing gender-based challenges (Adeyemi, 2023).

Scope and Limitations of the Study:
This study is confined to Ilaro Local Government Area and focuses solely on gender-based inequalities within rural development programs. Data is derived from local surveys, interviews, and government reports, which may limit the generalizability of the findings.
