Background of the study
Adult literacy programs have become vital instruments for enhancing civic engagement and strengthening democratic processes. In Keffi, located in Nasarawa State, efforts to increase voter education and participation are increasingly reliant on literacy initiatives aimed at empowering adults with the necessary skills to navigate electoral systems. Literacy goes beyond the ability to read and write; it fosters critical thinking, enhances awareness of civic rights, and promotes active participation in governance (Adekunle, 2023). In Keffi, adult literacy programs have been integrated into broader community development initiatives with the goal of addressing low voter turnout and enhancing public understanding of electoral processes. Statement of the problem
Despite the recognized importance of literacy in fostering informed electoral participation, adult literacy programs in Keffi face significant challenges that hinder their effectiveness. A substantial portion of the adult population remains functionally illiterate or possess only basic reading and writing skills, which limits their ability to access, interpret, and engage with political information. Consequently, low voter education levels contribute to poor participation rates during elections. Although literacy programs have been implemented with the aim of addressing these issues, gaps persist in their reach and impact. Many programs are hampered by insufficient funding, inadequate training of facilitators, and limited use of culturally relevant teaching materials (Adekunle, 2023). Such research will help identify the specific obstacles that prevent optimal program performance and inform the development of targeted strategies to overcome these limitations. Addressing these challenges is vital for increasing political engagement, reducing electoral apathy, and fostering a more informed citizenry in Keffi (Eze, 2024; Kalu, 2025).
