Background of the Study

Artisans in Bassa Local Government Area represent a significant segment of the informal economy, contributing to cultural heritage and local craftsmanship. However, many artisans often face challenges in accessing formal education and literacy programs, which can impede their ability to engage in civic processes. Recent studies underscore that adult literacy is not only essential for economic empowerment but also plays a critical role in fostering civic engagement among marginalized groups (Eze, 2023). In the context of Bassa, where artisans operate in dynamic socio-economic conditions, literacy initiatives offer opportunities to acquire not only technical skills but also the ability to navigate civic structures effectively. By enhancing reading and communication skills, adult literacy programs empower artisans to participate in community development, policy discussions, and local governance (Nkem, 2024).

The cultural and economic value of artisan activities in Bassa has historically been underrecognized in formal civic processes. Many artisans, despite their contributions, remain disconnected from civic life due to limited literacy. This disconnection is often compounded by factors such as inadequate educational infrastructure, poverty, and social marginalization. Adult literacy programs tailored for artisans can bridge this gap by providing training that incorporates both vocational skills and civic education. Such programs have the potential to transform artisans into active participants in community affairs, thereby promoting social inclusion and economic resilience (Okeke, 2025). Moreover, improved literacy fosters critical thinking, enabling artisans to advocate for their rights and interests in local policymaking forums. The empowerment resulting from increased literacy is seen as a catalyst for broader civic engagement, enhancing community solidarity and democratic participation. In summary, the background of this study emphasizes the transformative potential of adult literacy for artisans in Bassa. By enabling a more informed and engaged citizenry, literacy programs not only improve individual livelihoods but also strengthen the collective voice of artisan communities in local governance. This dual benefit is critical for sustainable community development and the overall enhancement of civic engagement in the region.

Statement of the Problem

Despite the recognized importance of artisan contributions to the local economy, there is a persistent gap in civic engagement among these groups in Bassa Local Government Area. A major challenge is the low level of adult literacy among artisans, which limits their access to critical information regarding civic rights and community governance. The prevailing educational deficiencies, coupled with economic hardships, contribute to a scenario where many artisans are unable to participate fully in public affairs (Afolabi, 2023). This literacy gap not only marginalizes artisans from the decision-making process but also hampers their ability to advocate for better working conditions and community support.

Furthermore, the lack of tailored literacy programs that address the unique needs of artisan communities exacerbates this problem. Existing adult literacy initiatives often adopt a one-size-fits-all approach, failing to incorporate the cultural and vocational nuances of artisan life. As a result, artisans may find it challenging to relate to or benefit from these programs, leading to low enrollment and limited impact (Chinwe, 2024). In addition, the communication barriers caused by low literacy rates prevent artisans from engaging with local government officials and participating in community forums. The absence of a cohesive framework that integrates vocational training with civic education further diminishes their role in local governance (Ike, 2025).

The cumulative effect of these challenges is a community of artisans whose potential to contribute to civic life remains underutilized. Addressing these issues requires a comprehensive understanding of the specific obstacles that impede artisan engagement. Only through a targeted approach—one that combines adult literacy with tailored civic education—can the gap be bridged, thereby empowering artisans to assume a more active role in community development and governance.

1. To determine the impact of adult literacy on civic engagement among artisans.

3. To recommend tailored literacy and civic education strategies for artisan communities.

Research Questions

1. How does adult literacy affect civic engagement among artisans in Bassa?

2. What specific barriers prevent artisans from actively participating in community governance?

3. How can literacy programs be modified to better meet the needs of artisan communities?

Research Hypotheses

1. H1: Adult literacy programs significantly increase civic engagement among artisans.

2. H2: There is a direct relationship between literacy levels and artisans’ participation in civic activities.

3. H3: Tailored literacy interventions are more effective in enhancing civic engagement among artisans than generic programs.

Significance of the Study

This study is significant as it investigates the transformative role of adult literacy in empowering artisan communities to engage in civic activities. The findings will help stakeholders design literacy programs that integrate vocational training with civic education, fostering more inclusive local governance. The insights gained can guide policymakers and community leaders in addressing educational disparities and promoting sustainable socio-economic development in Bassa (Eze, 2023; Uzo, 2023).

Scope and Limitations of the Study

The study is limited to examining the effect of adult literacy on increasing civic engagement among artisans in Bassa Local Government Area, Plateau State. It focuses exclusively on the interaction between literacy levels and civic participation within artisan communities.

2. Civic Engagement: Active participation in activities aimed at influencing public policies and community decision-making.
