Background of the Study
Informal settlements, often characterized by unplanned housing and limited access to basic services, are a pervasive feature of Nigerian urban landscapes. Despite their challenges, these settlements play a complex role in the urban economic dynamics of the country (Adesina, 2023). Informal settlements provide affordable housing for a large segment of the urban population and serve as hubs of entrepreneurial activity, informal trade, and labor supply for various economic sectors. Over the last few years, studies have increasingly recognized that informal settlements can contribute positively to urban economies when integrated into broader development plans (Uche, 2024). Nevertheless, the lack of infrastructure, legal recognition, and investment in these areas often results in suboptimal living conditions and economic inefficiencies. Policymakers face the dilemma of how to formalize these settlements without disrupting the social and economic networks that have evolved over time. Recent research indicates that with targeted interventions—such as upgrading basic services, improving security of tenure, and promoting community-driven initiatives—informal settlements can be transformed into engines of inclusive urban growth (Eze, 2023). This study explores the dual nature of informal settlements, examining both the challenges they pose and the opportunities they offer for stimulating economic dynamism in urban areas. The analysis considers the socio-economic contributions of these settlements and evaluates policy measures aimed at harnessing their potential in a sustainable and equitable manner (Chinwe, 2024).
Statement of the Problem
Despite their economic contributions, informal settlements in Nigerian cities continue to be associated with poverty, inadequate infrastructure, and social exclusion. The absence of formal planning and investment leads to issues such as poor sanitation, overcrowding, and vulnerability to environmental hazards (Olu, 2023). These conditions not only compromise the quality of life for residents but also limit the broader economic potential of urban areas by creating pockets of underdevelopment. The challenge lies in balancing the informal sector’s economic benefits with the need for improved living conditions and integration into the formal urban framework. Addressing these issues requires a nuanced understanding of the informal sector’s role in urban economics and the development of innovative policies that enhance, rather than disrupt, existing economic networks (Nwachukwu, 2024).

• To recommend policies that enhance the economic potential of informal areas while improving living standards.

• What economic roles do informal settlements play in Nigerian cities?

• Which policy interventions can integrate informal settlements into formal urban development?
Research Hypotheses:
• H1: Informal settlements contribute significantly to urban economic activity.
• H2: Lack of infrastructure and legal recognition hampers their potential.
• H3: Targeted policy interventions can transform informal settlements into sustainable economic hubs.
Scope and Limitations of the Study:
This study focuses on selected urban areas with large informal settlements. Limitations include data reliability and the diversity of informal practices.
