Background of the study
Teenage substance abuse is a growing concern globally, with profound implications on health, education, and social outcomes. In Kontagora Local Government Area, Niger State, continuing education has emerged as a promising intervention to address this issue. Educational programs targeting adolescents are increasingly incorporating components on substance abuse prevention, risk awareness, and healthy lifestyle choices (Emeka, 2023). These programs extend beyond traditional academic subjects, integrating life skills training, peer counseling, and community engagement initiatives. The objective is to provide teenagers with the tools and knowledge to make informed decisions, resist peer pressure, and understand the long-term consequences of substance abuse (Chukwu, 2024). Continuing education in this context is designed not only to impart factual information but also to build resilience and enhance critical thinking skills among youths. By offering interactive sessions, real-life case studies, and mentorship opportunities, these programs seek to create an environment where teenagers feel supported and empowered. In addition, the role of educators, parents, and community leaders is emphasized in order to establish a comprehensive network of support that addresses both prevention and intervention. The integration of substance abuse education into the broader continuing education framework reflects a shift towards a more holistic approach in youth development. This approach recognizes that academic achievement alone is insufficient to counteract the lure of drugs and other harmful substances. Instead, a well-rounded education that includes health education, emotional intelligence, and life skills is deemed essential (Emeka, 2023). Evidence from recent studies indicates that when teenagers are equipped with relevant knowledge and practical skills, there is a notable decline in the incidence of substance abuse and related behavioral issues (Chukwu, 2024). Furthermore, community-based continuing education initiatives have demonstrated the potential to influence social norms, reducing the acceptability of substance abuse among peers. In Kontagora, these initiatives are seen as a critical strategy to combat the rising trend of substance abuse among teenagers, ultimately contributing to improved health outcomes and stronger community cohesion (Okafor, 2025).

Statement of the problem
Despite the introduction of continuing education programs focused on substance abuse prevention in Kontagora, teenage substance abuse remains a pressing issue. Many teenagers continue to experiment with drugs and other substances, suggesting that existing educational interventions may not fully address the underlying factors that contribute to this behavior (Emeka, 2023). The current programs are often hampered by a lack of contextual relevance, inadequate resources, and insufficient engagement with the target audience. Furthermore, cultural attitudes towards substance use and peer pressure continue to undermine the effectiveness of educational efforts. There is also a notable gap in the integration of parental and community support, which is essential in reinforcing the messages delivered through formal education (Chukwu, 2024). As a result, the rates of substance abuse remain high, with long-term implications for the health and development of adolescents. The disconnect between the intended outcomes of the education programs and the actual behaviors observed among teenagers raises questions about the adequacy of the curricula and the methods employed. Additionally, the rapid evolution of substance abuse trends, influenced by social media and changing peer dynamics, has rendered some of the educational content outdated. This has led to a situation where teenagers are exposed to more sophisticated forms of substance abuse, while the programs struggle to keep pace. Therefore, a comprehensive evaluation is needed to determine the extent to which continuing education initiatives can effectively reduce teenage substance abuse, identify key areas for improvement, and propose innovative strategies that resonate with today’s youth (Okafor, 2025).

Objectives of the study

  1. To evaluate the impact of continuing education programs on reducing teenage substance abuse.

  2. To identify the challenges faced in the implementation of substance abuse prevention programs.

  3. To propose strategies for enhancing the effectiveness of continuing education in addressing teenage substance abuse.

Research questions

  1. How effective are continuing education programs in reducing substance abuse among teenagers in Kontagora?

  2. What challenges impede the success of substance abuse prevention initiatives?

  3. What innovative strategies can be adopted to enhance program effectiveness?

Research Hypotheses

  1. Continuing education programs significantly reduce the incidence of teenage substance abuse.

  2. The lack of contextualized content is a major barrier to effective substance abuse prevention.

  3. Enhanced community and parental involvement improves program outcomes.

Significance of the study
This study is significant as it explores the impact of continuing education on teenage substance abuse, providing critical insights for educators, policymakers, and community leaders. The findings will guide the development of more effective prevention programs, ultimately contributing to healthier youth and safer communities (Emeka, 2023; Okafor, 2025).

Scope and limitations of the study
The study is limited to the evaluation of continuing education programs aimed at reducing teenage substance abuse in Kontagora Local Government Area. It focuses on program content, delivery, and participant engagement.
