ABSTRACT
This study was carried out on organizational activities of the civil service and its effective utilization of human resources material using Enugu Electricity Distribution PLC. as case study. To achieve this 4 research questions were formulated. The survey design was adopted and the simple random sampling techniques were employed in this study. The population size comprise of all the staff of Enugu Electricity Distribution PLC. In determining the sample size, the researcher conveniently selected 65 respondents while 50 respondents were validated. Self-constructed and validated questionnaire was used for data collection. The collected and validated questionnaires were analyzed using frequency tables and percentage. The result of the findings reveals that; the methods adopted in enhancing the performance of employees in civil services include; recruitment, training and retraining, promotion, motivation and adequate and equal opportunity to maintain standard and good wages and remuneration, and the human resources department in civil services do not strictly adhere to the methods of enhancing employees performance. Further more, the effectiveness of human resource department do influence workers performance and the human resources management in the civil services is not to some extent effective and efficient. The study therefore recommends that all relevant authorities in the Nigerian civil services should be ethical in dealing with workers and should put an end to favouritism in carrying out workers promotional plan. This can lead to employees poor performance and then result poor organizational performance too. More so, every human management personnel should understand what the office stands for, and not just to claim a position without effective performance. Hence if the officers in this position staff management are completely incompetent, then they should be relieved of their duties so capable hands can correct all wrong perceptions.
