Background of the Study
Maintenance charge rationalization refers to the systematic review and adjustment of recurring fees levied on customer accounts to optimize cost efficiency in banking operations. In recent years, Citibank Nigeria has embarked on a strategic initiative to rationalize its maintenance charge structures in response to competitive pressures and evolving customer expectations. This process involves reassessing fee schedules, reducing redundant charges, and aligning pricing models with the true cost of service delivery (Adeyemi, 2023). By streamlining these charges, the bank aims to reduce operational costs, enhance transparency, and ultimately improve cost efficiency. Digital technologies have played a key role in this initiative; advanced data analytics and automated billing systems now enable real-time monitoring of maintenance revenue versus associated costs (Ibrahim, 2024).

The rationale behind maintenance charge rationalization is to ensure that fees are competitive yet sufficient to cover administrative expenses without deterring customer usage. In the competitive Nigerian banking sector, even minor fee adjustments can influence customer behavior, operational efficiency, and overall profitability. Citibank Nigeria’s management contends that a well-calibrated fee structure not only drives cost savings but also reinforces customer trust by eliminating perceived hidden costs. Nevertheless, the process is complex, as it requires a deep understanding of service costs, customer usage patterns, and market trends. Moreover, the bank must navigate regulatory guidelines and market expectations simultaneously. Recent studies suggest that rationalized maintenance charges can lead to lower overheads and better resource allocation, thereby enhancing overall cost efficiency (Chinwe, 2025). This study will examine the effect of these rationalization efforts on Citibank Nigeria’s cost structure, focusing on how adjustments in maintenance charges impact both internal efficiency and customer perceptions.

Statement of the Problem
Despite ongoing efforts at maintenance charge rationalization, Citibank Nigeria faces challenges in achieving the desired improvements in cost efficiency. Preliminary findings indicate that inconsistent application of rationalized fee structures and delays in implementing system-wide changes have led to minimal cost savings in some branches (Oluwatobi, 2023). Furthermore, customers’ mixed responses to fee changes—where lower charges may boost satisfaction but simultaneously reduce revenue per account—create a delicate balancing act. The bank’s internal cost analyses reveal that while certain rationalization measures have reduced administrative expenses, the overall impact on cost efficiency remains uncertain. In addition, discrepancies in digital system integration and legacy process constraints have sometimes hindered smooth transitions to the new fee structures. These issues underscore the gap between the theoretical benefits of maintenance charge rationalization and its practical outcomes. This study aims to identify the key factors limiting the effectiveness of the current rationalization process and to propose strategic improvements that can enhance cost efficiency without compromising revenue generation.

Scope and Limitations of the Study
This study focuses on Citibank Nigeria’s maintenance charge policies across its retail operations. Data will be drawn from internal financial reports, cost analysis documents, and customer surveys. Limitations include potential variability in regional practices and the dynamic nature of banking cost structures.
