Background of the Study
Student elections are a fundamental aspect of university governance, providing a platform for student representation and leadership. However, traditional voting methods are often marred by issues such as vote manipulation, low participation, and logistical inefficiencies. At Kwara State University, Malete, Moro LGA, the design and implementation of a secure online voting system is being explored to address these challenges and ensure a transparent, efficient electoral process. This system leverages cutting‑edge technologies such as blockchain, encryption algorithms, and secure authentication protocols to create a tamper‑proof digital voting platform (Chinwe, 2023; Musa, 2024). By enabling students to cast votes via their mobile devices or computers, the system offers greater accessibility and convenience, thereby potentially increasing voter turnout. The online voting platform is designed to record votes immutably, ensuring that once a vote is cast, it cannot be altered or deleted. Furthermore, the system provides real‑time vote tallying and transparent audit trails that can be independently verified by stakeholders, thus fostering trust in the electoral process. The implementation of such a system not only reduces the administrative burden associated with traditional elections but also minimizes the risk of human error and electoral fraud. However, ensuring system security, data privacy, and user authentication remains a significant challenge, particularly in a decentralized environment. Pilot studies in similar academic settings have demonstrated the potential of secure online voting systems to enhance election integrity and participation. This study seeks to evaluate the technical and operational aspects of the online voting system at Kwara State University and develop strategies to overcome existing barriers, ensuring a reliable and secure voting process for student elections (Okafor, 2025).

Statement of the Problem
The current manual voting system at Kwara State University is fraught with challenges that compromise the integrity and efficiency of student elections. Paper-based and in-person voting methods often lead to long queues, human errors, and opportunities for vote manipulation. Additionally, logistical constraints and the physical presence required during elections limit participation and delay result processing. Although an online voting system promises to address these issues by providing a secure, efficient, and accessible platform for casting votes, its implementation faces significant obstacles. Technical challenges include ensuring the system’s resilience against cyber-attacks, maintaining data privacy, and integrating robust authentication mechanisms to prevent multiple votes by a single user. Moreover, there is skepticism among students and administrative staff regarding the reliability and transparency of digital voting solutions. Resistance to change and a lack of digital literacy further complicate the adoption process. This study aims to evaluate the performance of a secure online voting system by analyzing its security features, user acceptance, and overall impact on the electoral process. Through comprehensive testing and stakeholder surveys, the research will identify key barriers to successful implementation and propose measures to enhance system robustness and transparency. The ultimate goal is to provide a secure and user-friendly online voting solution that increases voter turnout, ensures fair election results, and reinforces trust in the student electoral process (Musa, 2024).

The findings will provide valuable insights for university administrators and IT professionals in implementing digital election systems that safeguard voter privacy and promote trust (Chinwe, 2023).

This study is limited to the design and implementation of a secure online voting system for Kwara State University, Malete, Moro LGA.
