Background of the Study
The shift towards digital education has necessitated the development of robust course management systems that can effectively support teaching and learning processes. In Minna Local Government, Niger State, secondary schools are increasingly recognizing the need for a cloud-based course management system to streamline administrative tasks, facilitate remote learning, and improve instructional delivery. Cloud-based systems offer several advantages over traditional on-premise solutions, including scalability, accessibility, and reduced maintenance costs. These systems enable educators to upload and manage course content, track student progress, and communicate efficiently with students and parents (Bassey, 2023). The adoption of such technology is particularly critical in regions where infrastructural challenges and resource limitations have historically hindered educational innovation.

Statement of the Problem
While cloud-based course management systems have the potential to revolutionize educational delivery in secondary schools, several obstacles hinder their effective implementation in Minna Local Government. One primary challenge is the limited and unreliable internet connectivity in many areas, which disrupts access to cloud services and diminishes the overall user experience (Bassey, 2023). In addition, there is a significant skills gap among teachers who may lack the necessary digital literacy and technical expertise to effectively utilize cloud-based platforms (Chinwe, 2024). The absence of comprehensive training programs and technical support further exacerbates this issue, limiting the system’s impact on educational outcomes.
Moreover, the initial costs associated with setting up and maintaining a cloud-based system can be prohibitive for secondary schools operating under tight budget constraints (Emeka, 2025). Without adequate funding and policy support, the sustainability of such initiatives remains in doubt.
