Background of the Study:
Health insurance is a critical mechanism for reducing the financial burden of healthcare and improving access to quality medical services. In Yobe State, however, enrollment in health insurance schemes remains low, largely due to financial constraints among the population. Many residents in Yobe State live in poverty and cannot afford the premiums associated with health insurance, resulting in low coverage rates and increased out-of-pocket expenditures when seeking care (Okeke, 2023). The absence of adequate financial protection often leads to delayed or foregone medical treatment, contributing to poorer health outcomes.
Economic hardship limits not only the ability to pay for insurance premiums but also impacts the overall understanding and perceived value of health insurance. In regions with limited financial literacy, the benefits of health insurance are often misunderstood or undervalued. Additionally, the cost of premiums relative to household income can deter enrollment, particularly among low-income groups. This situation is exacerbated by the lack of subsidized or government-supported health insurance options that could make coverage more affordable and accessible (Ibrahim, 2024).
The low rate of health insurance enrollment in Yobe State is a major public health concern because it contributes to inequitable access to healthcare and increases the risk of catastrophic health expenditures. Improving enrollment rates through financial interventions, such as subsidized premiums or conditional cash transfers, could potentially reduce the burden on both individuals and the healthcare system. Recent studies highlight the importance of addressing financial barriers to health insurance as a means of improving overall health outcomes and reducing disparities (Fatima, 2025). This study aims to examine the effect of financial constraints on health insurance enrollment in Yobe State by analyzing enrollment patterns, income levels, and the barriers faced by low-income households.
Statement of the Problem :
In Yobe State, financial constraints are a significant barrier to health insurance enrollment, leaving many residents without the necessary financial protection against healthcare costs. Low-income households struggle to afford insurance premiums, leading to low coverage rates and high out-of-pocket expenditures when medical care is required. This situation exacerbates health disparities and contributes to delayed or foregone treatment, ultimately resulting in poorer health outcomes (Umar, 2023). Despite the potential benefits of health insurance in reducing financial risk, the high cost relative to income deters many from enrolling.
Additionally, limited financial literacy and a lack of awareness about the benefits of health insurance further hinder enrollment efforts. The absence of government-subsidized schemes or affordable insurance options compounds the problem, as individuals are forced to choose between essential needs and health protection. The low enrollment in health insurance not only affects individual health outcomes but also places a greater financial burden on the state’s healthcare system when emergencies arise (Saleh, 2024).
This study seeks to investigate the relationship between financial constraints and health insurance enrollment in Yobe State. By identifying the key financial barriers and assessing the impact of income on enrollment decisions, the research aims to provide evidence-based recommendations for policy interventions that could increase coverage. Addressing these financial obstacles is critical for improving access to healthcare and reducing the overall economic burden on families.
