Background of the Study
Government agencies such as the Ministry of Interior in Abuja manage highly sensitive data that require robust protection against cyber threats. Traditional encryption methods are increasingly vulnerable to quantum attacks, necessitating the development of quantum secure data encryption models (Ibrahim, 2024; Adekunle, 2023). Quantum cryptography offers a promising solution through techniques like quantum key distribution and quantum-resistant algorithms, ensuring that encrypted data remain secure even in the face of quantum computing advancements. This study focuses on designing a secure encryption model that leverages quantum principles to protect government data from unauthorized access, tampering, and cyber espionage. By integrating these advanced techniques, the proposed model aims to enhance the confidentiality and integrity of governmental communications and records.
Statement of the Problem
Current data encryption protocols at the Ministry of Interior rely on classical methods that are increasingly at risk due to quantum computational advances (Emeka, 2023). The potential for quantum attacks poses significant threats to national security and data integrity. Existing systems are not designed to counter quantum-enabled decryption techniques, leading to vulnerabilities in government information management. This study addresses the urgent need to develop a quantum secure encryption model that can safeguard sensitive data while overcoming challenges related to cost, implementation, and system interoperability.

Scope and Limitations of the Study
The study is limited to the Ministry of Interior in Abuja, focusing on encryption security, defined objectives, and selected LGAs in the sampled state only.
