Background of the Study
In an era marked by rapid technological change, cybersecurity has become a top priority for government institutions tasked with safeguarding sensitive information. The Federal Secretariat in Abuja, a hub for public sector administration, manages vast volumes of confidential data that require robust protection against increasingly sophisticated cyber threats. Traditional cybersecurity frameworks, primarily based on classical computing, are now challenged by emerging risks posed by quantum computing. Quantum computing not only presents a potential threat to conventional cryptographic methods but also offers innovative solutions for enhancing cybersecurity measures (Adeniyi, 2023). The adoption of quantum computing in cybersecurity involves deploying quantum-resistant algorithms and quantum-enhanced security protocols to fortify data protection, ensure real-time threat detection, and enable proactive defense mechanisms (Ibrahim, 2024).

This investigation focuses on evaluating the potential benefits and challenges of integrating quantum computing technologies into the cybersecurity infrastructure of the Federal Secretariat. By leveraging quantum principles such as superposition and entanglement, it is possible to develop advanced cryptographic systems that are resilient to both classical and quantum attacks. Such systems could revolutionize public sector cybersecurity by enabling faster processing of security alerts, improved anomaly detection, and the seamless integration of multiple data sources for threat analysis. However, the adoption of quantum computing in the public sector is not without challenges. Issues such as high implementation costs, the complexity of integrating quantum solutions with existing legacy systems, and the need for specialized expertise must be addressed (Chinwe, 2025). This study aims to bridge the gap between theoretical quantum innovations and their practical application in public sector cybersecurity. By assessing current vulnerabilities and the readiness of cybersecurity frameworks within the Federal Secretariat, the research seeks to provide strategic recommendations that will guide the effective adoption of quantum computing to enhance national cybersecurity (Nwankwo, 2025).

Statement of the Problem
The Federal Secretariat in Abuja faces mounting cybersecurity challenges as traditional protection methods become increasingly vulnerable to sophisticated cyber-attacks. The reliance on classical cryptographic techniques exposes sensitive public sector data to potential breaches, especially in the face of emerging quantum computing capabilities (Emeka, 2023). These vulnerabilities not only threaten the integrity of government operations but also undermine public confidence in state institutions. Furthermore, the integration of quantum-resistant technologies remains limited by high costs, technical complexities, and a lack of comprehensive implementation strategies. The gap between the rapid advancements in quantum technology and the current state of public sector cybersecurity creates an urgent need for innovative solutions. Without adopting quantum-enhanced security measures, the Federal Secretariat is at risk of significant data breaches and operational disruptions. This study seeks to investigate the feasibility of implementing quantum computing solutions to strengthen cybersecurity defenses, identify critical barriers to adoption, and propose a strategic framework for integrating quantum technologies into existing cybersecurity infrastructures. By addressing these issues, the research aims to provide actionable insights that will enhance data protection and ensure the resilience of public sector operations against future cyber threats (Okoro, 2024).

Objectives of the Study

  1. To assess the current cybersecurity vulnerabilities in the Federal Secretariat and evaluate the potential of quantum computing to address them.

  2. To investigate the challenges associated with integrating quantum-resistant technologies into existing cybersecurity frameworks.

  3. To develop a strategic framework for the adoption of quantum computing to enhance public sector cybersecurity.

  1. How can quantum computing improve the resilience of cybersecurity measures in the Federal Secretariat?

  2. What are the primary challenges in integrating quantum-resistant technologies within existing cybersecurity systems?

Significance of the Study
This study is significant as it investigates the potential adoption of quantum computing to bolster public sector cybersecurity at the Federal Secretariat, Abuja. By identifying vulnerabilities and proposing a strategic framework for integrating quantum-resistant technologies, the research offers vital insights into enhancing the protection of sensitive government data. The findings will inform policymakers and cybersecurity professionals, guiding investments and strategic initiatives to safeguard national interests and improve public trust in government operations.

Scope and Limitations of the Study
This study is limited to investigating the adoption of quantum computing for enhancing cybersecurity in the Federal Secretariat, Abuja, focusing on the stated objectives, existing security frameworks, and selected Local Government Areas only.
