Background of the Study
E-government platforms have become vital instruments in modern public administration, enabling efficient service delivery, enhanced transparency, and citizen engagement. As Nigeria continues its digital transformation, the need to secure sensitive governmental and citizen data is paramount. Traditional cryptographic methods, though once robust, are increasingly vulnerable to emerging threats posed by the advent of quantum computing (Adekunle, 2023). Quantum computing, by harnessing principles such as superposition and entanglement, offers computational power that can break conventional encryption protocols. This vulnerability necessitates the design of a quantum-based data privacy framework that can fortify e-government platforms against sophisticated quantum attacks. The Federal Ministry of Communications in Abuja is spearheading initiatives to modernize its digital infrastructure, and integrating quantum cryptographic techniques is viewed as a strategic imperative. By incorporating quantum key distribution (QKD) and quantum-resistant algorithms, the proposed framework aims to provide dynamic, adaptive security that can detect and counteract cyber threats in real time (Emeka, 2024). Furthermore, such a framework will address interoperability issues, enabling secure data exchange across various government departments while complying with international data protection standards (Ibrahim, 2025). The framework’s design involves multidisciplinary collaboration, merging insights from quantum physics, cybersecurity, and public policy to overcome technical and regulatory challenges. As Nigeria’s e-government services expand, the risk of data breaches increases, potentially undermining public trust and hampering national development. Therefore, developing a quantum-based data privacy framework is critical not only for securing data but also for ensuring the sustainability of digital governance. This study will explore the feasibility, design requirements, and implementation challenges associated with such a framework, providing a roadmap for integrating advanced quantum solutions into existing e-government infrastructures (Adesina, 2024).

Statement of the Problem
Despite rapid digitalization, Nigerian e-government platforms continue to rely on classical encryption methods that are increasingly inadequate against quantum-enabled cyber threats. The current security infrastructure at the Federal Ministry of Communications is vulnerable to quantum attacks, which can compromise sensitive governmental and personal data (Olufemi, 2023). This vulnerability is exacerbated by the increasing integration of diverse digital services, resulting in an expanded attack surface and potential data breaches. Moreover, there is a critical gap between theoretical advances in quantum cryptography and their practical application within public sector frameworks. Challenges such as limited technical expertise, resource constraints, and the absence of standardized protocols hinder the transition to quantum-secure systems (Nwosu, 2024). These issues not only threaten the confidentiality and integrity of e-government data but also risk eroding public trust in digital governance. Without a robust quantum-based framework, the nation’s digital infrastructure remains exposed to sophisticated cyberattacks that could disrupt critical services and compromise national security. Therefore, this study seeks to investigate and design a comprehensive quantum-based data privacy framework that addresses these vulnerabilities, ensuring scalability and adherence to international standards while overcoming technical and operational challenges (Bello, 2025).

Objectives of the Study

  1. To design a quantum-based data privacy framework tailored for Nigerian e-government platforms.

  2. To assess integration challenges and scalability of quantum cryptographic solutions within existing systems.

  3. To evaluate the effectiveness of the proposed framework in enhancing data security and privacy.

Research Questions

  1. How can quantum-based algorithms enhance data privacy on Nigerian e-government platforms?

  2. What are the key challenges in integrating quantum cryptographic techniques into the current infrastructure?

  3. How effective is the proposed quantum-based framework in mitigating emerging cyber threats?

Significance of the Study
This study is significant as it pioneers the development of a quantum-based data privacy framework for Nigerian e-government platforms. The research addresses critical vulnerabilities in current encryption methods, enhancing the security of sensitive governmental and citizen data. By integrating quantum cryptographic techniques, the study not only bolsters national cybersecurity but also sets a benchmark for future digital government initiatives. The findings will inform policy, guide resource allocation, and support the sustainable digital transformation of public services, thereby reinforcing public trust in e-government systems and contributing to the overall economic and social development of the nation.

Scope and Limitations of the Study
This study is limited to designing a quantum-based data privacy framework for Nigerian e-government platforms at the Federal Ministry of Communications in Abuja, focusing on the stated objectives, current infrastructure, and selected Local Government Areas only.
