Background of the Study

Critical national infrastructure (CNI) such as power grids, water supply systems, communication networks, and transportation systems are vital to the functioning of a country. In Nigeria, the security of these infrastructures is paramount, particularly due to the increasing cyber threats that could potentially disrupt services or compromise national security. The Ministry of Defence in Abuja plays a central role in safeguarding the country’s infrastructure from both external and internal threats, which include cyberattacks, terrorism, and espionage.

Recent advancements in quantum computing have shown promise in addressing the limitations of classical security methods, particularly in the context of cryptography. Quantum cryptography, for example, offers encryption methods that are practically impossible to break, ensuring the security of sensitive data transmissions across critical infrastructures. This study explores the development of a quantum-secure framework for protecting Nigeria’s critical national infrastructure, focusing on how quantum computing can be used to bolster defense against emerging cyber threats and other vulnerabilities.

Statement of the Problem

As national infrastructure becomes increasingly reliant on digital networks and systems, its exposure to cyberattacks also increases. Current cryptographic techniques used to protect CNI are becoming more vulnerable to advanced computing techniques, including those developed using artificial intelligence. The traditional encryption systems might not be sufficient to safeguard against quantum-based attacks in the future. This research investigates the feasibility of implementing quantum-secured cryptographic protocols to ensure the protection of Nigeria’s critical infrastructure. Given the country’s reliance on these infrastructures for national security, a robust quantum-secure framework is necessary.

Objectives of the Study

  1. To design a quantum-secure framework for protecting critical national infrastructure in Nigeria.

  2. To evaluate the potential of quantum cryptography in enhancing the security of national infrastructure systems.

  3. To explore the challenges and opportunities in implementing quantum-based security systems at the Ministry of Defence.

Research Questions

  1. How can quantum cryptography enhance the protection of critical national infrastructure in Nigeria?

  2. What are the potential advantages of using quantum computing in securing digital communication across national infrastructure networks?

  3. What challenges exist in implementing a quantum-secure framework for CNI at the Ministry of Defence?

Significance of the Study

This research will provide insights into the practical application of quantum cryptography for protecting Nigeria’s critical national infrastructure. The findings will be valuable for policymakers and national security agencies, guiding the adoption of quantum security technologies to safeguard essential services. Moreover, the study will contribute to the global discourse on integrating quantum computing into national defense strategies.

Scope and Limitations of the Study

The study focuses on the development of a quantum-secure framework for critical national infrastructure under the Ministry of Defence in Abuja. Limitations include the technical complexities involved in integrating quantum cryptography into existing infrastructure security systems and the financial implications of upgrading national defense systems.
