Background of the Study

The availability of an adequate healthcare workforce is critical to the effective delivery of health services. In Kebbi State, a region marked by high maternal and child mortality rates and a predominantly rural population, the shortage of health workers has become a significant challenge. Factors such as insufficient training institutions, poor remuneration, lack of incentives, and rural-urban disparities in workforce distribution have exacerbated the crisis (Abdullahi & Suleiman, 2024).

Health worker shortages limit the capacity of health facilities to deliver essential services, resulting in overburdened staff and reduced quality of care. In rural areas of Kebbi State, patients often travel long distances to access healthcare, only to encounter understaffed clinics. This study investigates the extent and impact of health worker shortages on service delivery in Kebbi State, providing recommendations for policy interventions.

Statement of the Problem

The shortage of health workers in Kebbi State significantly hampers the delivery of quality healthcare services. Health facilities, particularly in rural areas, are unable to meet the growing demand for healthcare due to understaffing. This situation leads to delays in service delivery, increased patient dissatisfaction, and poor health outcomes.

Despite efforts to address these shortages through recruitment drives and training programs, the problem persists due to systemic challenges such as inadequate funding, migration of healthcare professionals to urban areas or other countries, and poor working conditions. This study addresses these issues by examining the relationship between health worker shortages and service delivery in Kebbi State.

Objectives of the Study

  1. To assess the extent of health worker shortages in Kebbi State.
  2. To examine the impact of health worker shortages on the quality and accessibility of healthcare services.
  3. To identify strategies to address health worker shortages and improve service delivery in Kebbi State.

Research Questions

  1. What is the extent of health worker shortages in Kebbi State?
  2. How do health worker shortages affect the quality and accessibility of healthcare services?
  3. What strategies can be implemented to address health worker shortages and improve service delivery?

Research Hypotheses

  1. Health worker shortages are more pronounced in rural areas of Kebbi State.
  2. Health worker shortages significantly reduce the quality and accessibility of healthcare services.
  3. Implementing incentive-based policies can mitigate health worker shortages and improve service delivery.

Scope and Limitations of the Study

This study focuses on public health facilities in Kebbi State, examining the distribution and impact of health worker shortages on service delivery. Limitations include potential data gaps and variability in healthcare worker records across facilities.

Definitions of Terms

  • Health Worker Shortages: The inadequate supply of trained medical personnel, including doctors, nurses, and allied health professionals, to meet the healthcare needs of a population.
  • Service Delivery: The provision of healthcare services to individuals and communities.
  • Incentive-Based Policies: Strategies aimed at motivating and retaining healthcare workers through financial and non-financial rewards.
