Background of the Study

Primary healthcare (PHC) serves as the cornerstone of healthcare systems, providing essential health services to communities and addressing the majority of their health needs. Adequate funding is critical to ensuring the availability, accessibility, and quality of primary healthcare services. In Adamawa State, where many communities face challenges such as poverty, insecurity, and poor infrastructure, government funding plays a vital role in determining the success of PHC delivery (Abubakar & Yola, 2023).

Despite efforts by the government to prioritize PHC through initiatives like the Basic Healthcare Provision Fund (BHCPF), many facilities in Adamawa State remain underfunded, leading to shortages of medical supplies, inadequate staffing, and poor service delivery. This study evaluates the effect of government funding on primary healthcare delivery in Adamawa State, examining how financial resources impact service availability and quality.

Statement of the Problem

Primary healthcare delivery in Adamawa State faces significant challenges, including limited financial resources, insufficient healthcare personnel, and inadequate infrastructure. These issues are compounded by inconsistent and inefficient allocation of government funding, which undermines the ability of PHC facilities to meet community needs.

The lack of empirical evidence on the relationship between government funding and PHC delivery in Adamawa State creates challenges for policymakers in addressing these issues effectively. This study seeks to assess the impact of government funding on PHC services and identify areas requiring policy intervention.

Objectives of the Study

  1. To assess the adequacy of government funding allocated to primary healthcare in Adamawa State.
  2. To evaluate the impact of government funding on the availability and quality of PHC services.
  3. To identify barriers to effective utilization of government funds in PHC delivery.

Research Hypotheses

Scope and Limitations of the Study

The study focuses on primary healthcare facilities in Adamawa State, assessing the adequacy of funding, its impact on service delivery, and barriers to fund utilization. Limitations include variability in data availability across PHC facilities and potential reluctance of stakeholders to disclose financial information.
