ROLE OF LOCAL GOVERNMENT IN HEALTHCARE DELIVERY: A CASE STUDY OF AWKA SOUTH LGA 2013 -2021

BACKGROUND OF THE STUDY

Local governments have the health to be an effective instrument for rural change and the delivery of social services, such as the delivery of medical care. This is due to the proximity of local governments to the general populace as well as the relative ease with which the general populace may connect with the local authority. The presence of a system of local councils that are democratically elected is guaranteed by the constitution, and each state is required to pass laws to establish these councils and provide for their organizational structure (Yadav, 2010).

This viewpoint appears to be especially valid in regard to the current democratic climate in Nigeria, particularly in light of the fact that it has been stated that even the most corrupt democratic system of government is preferable than the most beneficent military system of government. As the proverb goes, "a healthy nation is a wealthy one," which is why health is such a crucial measure of a country's current level of development. In accordance with this declaration, the government of the county has enacted a number of resolutions and plans aimed at enhancing the general status of health throughout the nation. As part of the government's initiative to ensure that all citizens have access to quality medical healthcare, the nation's healthcare system is divided into three distinct tiers: primary, secondary, and tertiary. Primary healthcare is administered by local governments, secondary healthcare is the responsibility of state governments, and tertiary care is the responsibility of the federal government (Adeyemo, 2005).

The delivery of health care is a highly important role that the Local Government is supposed to provide to the people at the grass-roots level. This delivery is intended to be adequate, efficient, and consistent. Because of its proximity to the people, the Local Government is ideally suited to perform this duty. It is particularly fit for this function. The work being done on the project aims to make a contribution to the existing body of literature on the subject by investigating the developments that have taken place in the most recent times regarding the government's desire to combat the threat posed by a variety of illnesses that are widespread in our society. The investigation of how health care is provided by local governments is consequently predicated on the constitutional mandate to provide fundamental amenities to the general population, notably in terms of medical treatment (Adeyemo, 2005).

​​​​​​​STATEMENT OF THE PROBLEM

The Primary Healthcare (PHC) plan was launched by the Federal Government in 1987 as the cornerstone of health policy intended to affect the entire national population. The plan's main stated objectives include accelerated healthcare, personnel development, improved collection and maintaining of health data, ensured availability of essential drugs in all areas of the country, implementation of an Expanded Programme on Immunization (EPI), and improved nutrition throughout the country. However, out of all of these goals, the EPI was the one that was the most tangible and concentrated on important childhood illnesses, such as whooping cough, diphtheria, measles, polio, tetanus, and TB (Yadav, 2010). Awka South Local Government is being used as the case study for this project, which is an attempt to investigate the Nigerian Local Government Healthcare Delivery system, often known as the PHCs.
