Background of the Study

The construction industry is one of the most hazardous sectors worldwide, with workers frequently exposed to risks such as falls, electrocution, machinery accidents, and structural collapses. In Nigeria, including Kaduna State, compliance with safety regulations remains a challenge due to inadequate enforcement, lack of training, and the use of unskilled labor (Okonkwo & Bala, 2023).

Despite the existence of national occupational safety policies, accidents and fatalities in construction sites remain high. Poor safety compliance not only endangers workers but also affects project timelines, increases costs, and leads to legal liabilities. This study seeks to evaluate the level of safety compliance in Kaduna State’s construction industry and identify gaps in existing safety policies.

Statement of the Problem

Construction sites in Kaduna State have recorded a high number of workplace accidents due to poor adherence to safety regulations. Many construction firms lack proper safety equipment, fail to conduct risk assessments, and do not provide adequate training for workers. Additionally, regulatory agencies face challenges in monitoring and enforcing compliance. Without sufficient data on safety compliance in the state’s construction industry, it is difficult to develop targeted interventions to improve worker safety. This study aims to assess safety compliance levels and propose strategies for better enforcement.

Objectives of the Study

  1. To assess the level of compliance with occupational safety standards in the construction industry in Kaduna State.

  2. To identify key factors contributing to non-compliance with safety regulations.

  3. To recommend measures for improving safety compliance in construction industries.

Research Questions

  1. To what extent do construction companies in Kaduna State comply with safety regulations?

  2. What factors contribute to safety violations in the construction industry?

  3. What measures can enhance safety compliance in construction projects?

Research Hypotheses

  1. Safety compliance levels in the construction industry in Kaduna State are low.

  2. Lack of training and inadequate enforcement contribute to poor safety compliance.

  3. Implementation of stricter regulatory measures will improve safety compliance in the construction industry.

Scope and Limitations of the Study

The study will focus on construction sites in Kaduna State, including both small and large-scale projects. Data collection will involve interviews with construction workers, site supervisors, and safety inspectors. Limitations may include reluctance from companies to disclose safety violations and challenges in accessing construction sites.
