Background of the Study

Access to essential drugs is a critical component of an effective healthcare system. Essential medicines, as defined by the World Health Organization (WHO), are those that meet the priority healthcare needs of a population. However, in many developing countries, including Nigeria, the affordability and availability of these drugs remain major concerns. One of the key strategies to address this issue is government subvention, where public funds are allocated to subsidize the cost of essential medicines, ensuring that they remain affordable to the general public.

In Kwara State, government subventions have been introduced to reduce the cost of essential drugs, especially for vulnerable populations. These subsidies are meant to ease the financial burden on patients, improve access to life-saving medications, and strengthen healthcare service delivery. However, despite these efforts, reports indicate that the prices of essential medicines remain high, and stock shortages persist in public healthcare facilities. This raises concerns about the efficiency, distribution, and sustainability of government subventions in making essential drugs more affordable.

This study aims to examine the effect of government subventions on the affordability of essential drugs in Kwara State, analyzing the effectiveness of funding mechanisms and identifying challenges affecting drug accessibility.

Statement of the Problem

Despite the provision of government subventions to make essential drugs more affordable, many residents of Kwara State continue to struggle with high medication costs. Additionally, frequent drug stockouts in public hospitals force patients to purchase medicines from private pharmacies at inflated prices. The inefficiencies in drug distribution and financial management raise concerns about whether government subsidies are achieving their intended impact.

If these challenges persist, the goal of ensuring equitable access to essential medicines may remain unattainable, leading to poor health outcomes and increased financial hardship for low-income earners. This study seeks to assess the extent to which government subventions improve drug affordability and identify areas for policy improvement.

  3. To recommend policy measures for improving the effectiveness of government drug subsidies.

Scope and Limitations of the Study

This study will focus on government-funded drug subsidy programs in Kwara State, assessing their impact on affordability and availability. Data will be collected from healthcare providers, pharmacists, and patients. Limitations may include difficulties in accessing official subsidy allocation records and inconsistencies in drug pricing across different healthcare facilities.
