Background of the Study
Maternal healthcare remains a critical issue in Nigeria, where high maternal mortality rates persist despite numerous policy interventions (WHO, 2024). To address this, the Nigerian government has implemented free maternal healthcare policies at both federal and state levels, aimed at reducing financial barriers to accessing essential maternal health services (Federal Ministry of Health, 2024). Plateau State is among the states that have adopted these policies, providing free antenatal care, skilled birth attendance, and emergency obstetric care in public healthcare facilities.
While the implementation of free maternal healthcare policies has contributed to increased healthcare access, challenges such as inadequate funding, shortages of healthcare personnel, and poor healthcare infrastructure continue to undermine their effectiveness (Adebayo & Yusuf, 2024). In rural areas, limited awareness and cultural barriers further hinder women from utilizing these services, despite them being free (Ibrahim & Bello, 2024). Additionally, inconsistencies in service delivery and out-of-pocket expenses for essential medications have raised concerns about the true accessibility of maternal healthcare services in Plateau State (Ogunleye & Musa, 2023).
Given these concerns, there is a need for a comprehensive investigation into the effectiveness of free maternal healthcare policies in Plateau State. This study aims to assess the impact of these policies on maternal health outcomes, identify implementation challenges, and propose strategies for improving policy effectiveness.
Statement of the Problem
Despite the introduction of free maternal healthcare policies, maternal mortality rates in Plateau State remain relatively high. Reports suggest that while healthcare services are officially free, hidden costs, poor service delivery, and infrastructural deficits hinder accessibility, particularly in rural areas (Bello & Yusuf, 2023). Furthermore, healthcare facilities often experience shortages of medical supplies and trained personnel, leading to suboptimal maternal care (Ogunbanjo & Salami, 2024).
A significant gap in the literature is the lack of empirical studies evaluating the real-world effectiveness of free maternal healthcare policies in Plateau State. While the policies are well-intended, their implementation and impact on maternal health outcomes remain unclear. This study seeks to fill this gap by assessing the effectiveness of free maternal healthcare policies in improving maternal health indicators in Plateau State.
