Background of the Study
As universities continue to digitize their operations, cybersecurity governance has become a fundamental concern. In Federal University Lokoja, Kogi State, the institution's growing dependence on digital platforms and the expansion of online services have exposed it to a variety of cyber threats. Cybersecurity governance refers to the framework, policies, and practices that guide an institution's cybersecurity strategy. Different models of governance are adopted globally, ranging from centralized, decentralized, to hybrid approaches. However, there is limited research on how these models specifically apply to university settings in Nigeria.

In academic institutions, an effective cybersecurity governance model is essential for managing the complex risks associated with academic data, intellectual property, and students' personal information. Federal University Lokoja, like many institutions in Nigeria, must navigate challenges related to limited resources, diverse user groups, and the need for flexible and adaptive security solutions. Understanding which cybersecurity governance model is most effective for managing these challenges will help improve the institution's security posture and ensure compliance with national and international cybersecurity standards.

Statement of the Problem
Federal University Lokoja faces significant cybersecurity threats but lacks a unified and well-defined cybersecurity governance model. As the university continues to digitize, it has become increasingly important to determine which governance model best fits its unique environment. This study seeks to evaluate and compare existing cybersecurity governance models to determine the most suitable framework for the university, taking into consideration factors such as operational flexibility, resource constraints, and security needs.

Objectives of the Study

  1. To compare different cybersecurity governance models used in universities globally.

  2. To evaluate the strengths and weaknesses of each model in the context of Federal University Lokoja.

  3. To recommend a cybersecurity governance model that is suitable for implementation at Federal University Lokoja.

Research Questions

  1. What are the different cybersecurity governance models adopted by universities worldwide?

  2. How do these governance models perform in addressing the cybersecurity challenges at Federal University Lokoja?

  3. Which cybersecurity governance model would be most effective in securing Federal University Lokoja's digital infrastructure?

Significance of the Study
This study will provide valuable insights into the most effective cybersecurity governance models for Nigerian universities, specifically Federal University Lokoja. By understanding which governance models best address local security challenges, the research will contribute to the development of more robust cybersecurity strategies within Nigerian higher education institutions.

Scope and Limitations of the Study
This study will focus on Federal University Lokoja and will compare different cybersecurity governance models in terms of their applicability, efficiency, and effectiveness. Limitations include the availability of data on existing governance models in Nigerian universities and the potential reluctance of the institution to disclose sensitive security information.
