Background of the Study
As universities continue to digitize their operations, cybersecurity governance has become a fundamental concern. In Federal University Lokoja, Kogi State, the institution's growing dependence on digital platforms and the expansion of online services have exposed it to a variety of cyber threats. Cybersecurity governance refers to the framework, policies, and practices that guide an institution's cybersecurity strategy. Different models of governance are adopted globally, ranging from centralized, decentralized, to hybrid approaches. However, there is limited research on how these models specifically apply to university settings in Nigeria.
In academic institutions, an effective cybersecurity governance model is essential for managing the complex risks associated with academic data, intellectual property, and students' personal information. Federal University Lokoja, like many institutions in Nigeria, must navigate challenges related to limited resources, diverse user groups, and the need for flexible and adaptive security solutions. Understanding which cybersecurity governance model is most effective for managing these challenges will help improve the institution's security posture and ensure compliance with national and international cybersecurity standards.
Statement of the Problem
Federal University Lokoja faces significant cybersecurity threats but lacks a unified and well-defined cybersecurity governance model. As the university continues to digitize, it has become increasingly important to determine which governance model best fits its unique environment. This study seeks to evaluate and compare existing cybersecurity governance models to determine the most suitable framework for the university, taking into consideration factors such as operational flexibility, resource constraints, and security needs.

Scope and Limitations of the Study
