Background of the Study
With the rise in cyber threats and attacks targeting higher education institutions, universities have increasingly recognized the importance of implementing robust cybersecurity measures. One critical component of an effective cybersecurity strategy is the establishment of incident reporting systems. These systems enable users to quickly report security breaches, enabling timely responses and minimizing the impact of attacks. At Federal University Kashere in Gombe State, cybersecurity incident reporting is still in its nascent stages, despite the growing digitalization of the university's operations.
Cybersecurity incidents can range from unauthorized access to sensitive student data to more severe attacks like ransomware. However, the effectiveness of any incident response strategy relies heavily on the ability of users (students, faculty, and staff) to report incidents promptly and accurately. Implementing a comprehensive incident reporting system will help create an alert system that allows university authorities to respond swiftly to potential threats. This system can also provide valuable data for improving future cybersecurity strategies by analyzing trends and identifying areas of weakness in the university's digital infrastructure.
Statement of the Problem
Despite the increasing number of cyber threats targeting Federal University Kashere, there is no formal cybersecurity incident reporting system in place to enable students and staff to report breaches in a timely manner. This lack of reporting mechanisms delays the response to cybersecurity incidents, leading to prolonged exposure to threats and greater damage to university systems and data. Without an effective reporting system, the university is vulnerable to undetected threats and unable to analyze incidents for future prevention. Therefore, the establishment of a dedicated cybersecurity incident reporting system is essential to mitigate risks and enhance the university’s cybersecurity posture.

Scope and Limitations of the Study
The scope of the study is limited to the design and implementation of a cybersecurity incident reporting system at Federal University Kashere, Gombe State. The study will focus on the system’s features, functionality, and effectiveness in real-world use. The research will be limited to the user population at Federal University Kashere and does not extend to other institutions or regions.
