Background of the Study
The use of torture by law enforcement agencies, particularly the police, is a serious violation of human rights. In Nigeria, anti-torture laws have been enacted to prevent such abuses and hold perpetrators accountable. However, despite the existence of these laws, reports of police torture remain prevalent, particularly in regions with weaker enforcement mechanisms, such as Gusau, Zamfara State.
Torture in police custody undermines the rule of law and human dignity, and its widespread occurrence can lead to a loss of public trust in law enforcement. This study aims to examine the enforcement of anti-torture laws in Gusau, evaluating the effectiveness of these laws in curbing torture within police stations.
Statement of the Problem
Despite Nigeria's legal framework prohibiting torture, including its ratification of international conventions, torture continues to be reported in police stations, including in Gusau, Zamfara State. This study seeks to assess the enforcement of anti-torture laws in Gusau and determine the challenges hindering their effectiveness.
Objectives of the Study
To evaluate the enforcement of anti-torture laws in police stations in Gusau, Zamfara State.
To assess the prevalence of torture in police custody and the public’s perception of law enforcement in Gusau.
To identify the challenges to the effective enforcement of anti-torture laws and propose recommendations for improvement.
Research Questions
To what extent are anti-torture laws enforced in police stations in Gusau, Zamfara State?
How prevalent is torture in police custody in Gusau, and what factors contribute to its persistence?
What measures can be taken to improve the enforcement of anti-torture laws in Gusau?
Research Hypotheses
Anti-torture laws are poorly enforced in police stations in Gusau, Zamfara State.
Torture remains prevalent in police custody in Gusau, despite the existence of anti-torture laws.
Strengthening oversight mechanisms and improving police training will reduce the incidence of torture in police stations in Gusau.
Scope and Limitations of the Study
This study will focus on police stations in Gusau, Zamfara State, examining the enforcement of anti-torture laws and the prevalence of torture in custody. Limitations include the sensitivity of the issue, which may lead to reluctance from police officers and detainees to share information, and challenges in accessing police records.
