Background of the Study

Prolonged conflicts have far-reaching socio-political consequences, particularly in regions where governance structures are already fragile. Maiduguri Metropolitan Council (MMC) in Borno State, which has been at the epicenter of the Boko Haram insurgency, serves as a poignant example of how persistent violence disrupts governance and political stability. The socio-political implications of the ongoing insurgency have led to challenges in governance, including reduced state authority, weakened public institutions, and a shift in the political landscape.

The state’s ability to manage security, provide essential services, and foster social cohesion has been severely compromised. As the insurgency continues, displaced persons face significant challenges in accessing basic services, while political elites and local governments struggle to maintain control. This study aims to examine the socio-political implications of the prolonged conflict in Maiduguri, focusing on its impact on governance and local political dynamics.

Statement of the Problem

The prolonged conflict in Maiduguri has destabilized governance structures, resulting in inefficiencies in service delivery, governance breakdown, and altered political power dynamics. The continuous insurgency has hindered the ability of the government to govern effectively, exacerbating issues such as corruption, public mistrust, and lack of essential services. This study will explore the socio-political impacts of this prolonged conflict on governance in Maiduguri.

Objectives of the Study

  1. To assess the socio-political implications of prolonged conflict on governance in Maiduguri.

  2. To explore the impact of the insurgency on the delivery of public services and institutional effectiveness.

  3. To analyze the political consequences of the ongoing conflict on local governance structures and political power in Maiduguri.

Research Questions

  1. What are the socio-political implications of the prolonged conflict on governance in Maiduguri?

  2. How has the insurgency affected the delivery of public services and the effectiveness of local institutions in Maiduguri?

  3. What are the political consequences of the insurgency on local governance and political power dynamics in Maiduguri?

Research Hypotheses

  1. Prolonged conflict in Maiduguri has significantly disrupted governance structures and political authority.

  2. The insurgency has resulted in a decline in the quality and accessibility of public services in Maiduguri.

  3. The conflict has altered political power dynamics and governance structures in Maiduguri, leading to shifts in local political leadership.

Scope and Limitations of the Study

This study will focus on Maiduguri Metropolitan Council, Borno State, between 2015 and 2025. Limitations include challenges in obtaining data due to ongoing security concerns and the reluctance of political and governmental actors to provide sensitive information about governance during conflict.

  • Governance: The process of decision-making and the implementation of policies by government authorities to address the needs of society.
