Background of the Study
Urban traffic congestion is a significant challenge in many cities, particularly in rapidly growing areas such as Wuse in the Federal Capital Territory (FCT), Abuja. Wuse is one of the most commercialized districts in the FCT, serving as a hub for businesses, residential areas, and government offices. As such, the increasing population and vehicular influx have led to severe traffic congestion, impacting economic activities, the environment, and the overall quality of life for residents.

Mohammed Musa Bello, as the FCT Minister, implemented various urban development policies aimed at addressing infrastructure deficits and improving traffic flow in the city. These measures included the construction of new roads, expansion of existing routes, and the development of modern traffic management systems. His administration also focused on improving public transportation options to reduce the dependency on personal vehicles, which is a key contributor to congestion.

This study will examine the influence of Bello's tenure on urban traffic congestion in Wuse, focusing on the effectiveness of his policies and their impact on traffic flow and residents' mobility.

Statement of the Problem
Despite numerous initiatives to alleviate traffic congestion, Wuse continues to face significant traffic-related challenges, leading to prolonged travel times, economic losses, and environmental pollution. It is unclear whether the policies implemented by Mohammed Musa Bello during his tenure as FCT Minister have been successful in mitigating these issues. This study will focus on the impact of Mohammed Musa Bello’s urban traffic management policies on traffic congestion in Wuse, FCT. It will examine specific policy initiatives and their outcomes, excluding other areas of the FCT. Limitations include the availability of traffic data and potential biases in public perceptions of the policies.
