Background of the Study
Goodluck Jonathan, as President of Nigeria from 2010 to 2015, placed a strong emphasis on reforming Nigeria's higher education system. His administration introduced various policies aimed at improving access, quality, and infrastructure in the sector, with the aim of addressing the long-standing challenges in Nigerian universities. Among these policies were the revitalization of federal universities, the establishment of more public universities, and the introduction of new funding mechanisms to support education. The Nigerian government under Jonathan also focused on enhancing research capabilities, improving staff welfare, and promoting partnerships between higher education institutions and industries.

Minna, the capital city of Niger State, is home to institutions like the Federal University of Technology, Minna. The policies implemented by Jonathan’s government were expected to have a significant impact on the city’s educational infrastructure, student access, and the overall quality of higher education. This study will examine how these policies were implemented in Minna, Niger State, and assess their effects on the local higher education landscape.

Statement of the Problem
Despite the introduction of several higher education reforms during Jonathan’s tenure, challenges such as inadequate funding, poor infrastructure, and insufficient academic staff persisted, even in Minna. Higher education institutions in the region continue to struggle with outdated facilities, limited access to research funding, and challenges in delivering high-quality education to students. The extent to which Jonathan’s higher education policies have had a meaningful impact on these issues in Minna remains unclear. This study seeks to examine the effectiveness of these policies in Minna and their role in addressing the specific challenges faced by higher education institutions in the city.

Objectives of the Study

Scope and Limitations of the Study
This study will focus on the evaluation of Goodluck Jonathan’s higher education policies in Minna, particularly regarding the quality of education, infrastructure, and resources in higher education institutions. The study will not cover the broader national implementation of these policies or assess higher education policies outside Minna.
