Background of the Study
Agriculture has always been a crucial sector for Nigeria’s economy, particularly in rural areas like Jega, Kebbi State, where farming is the primary means of livelihood. Muhammadu Buhari’s administration, during its tenure from 2015 to 2023, introduced several initiatives aimed at revitalizing Nigeria's agricultural sector. Known as the "Agricultural Revolution," these policies included the development of agricultural infrastructure, the promotion of mechanized farming, and programs like the Anchor Borrowers Programme (ABP), which was designed to provide smallholder farmers with the necessary tools and financing to increase production.

Jega, located in Kebbi State, is one of the key agricultural hubs in northern Nigeria, predominantly known for rice and groundnut farming. The region stood to benefit greatly from these reforms, as they sought to address issues such as food insecurity, limited access to credit facilities, and the need for modern farming techniques. However, it is important to assess whether these policies had a meaningful impact on agricultural productivity, farmers’ livelihoods, and rural development in Jega. The study will examine the direct outcomes of Buhari’s agricultural revolution on local farmers and communities in Jega, focusing on both positive changes and ongoing challenges.

Statement of the Problem
While the agricultural policies of Muhammadu Buhari aimed at transforming the sector have shown promise in various parts of Nigeria, the actual impact on rural communities like Jega remains uncertain. Despite the availability of interventions such as the ABP, challenges like access to credit, poor infrastructure, and climate change continue to affect smallholder farmers. This study seeks to assess the actual outcomes of Buhari's agricultural policies in Jega, particularly regarding how they have impacted agricultural productivity, local economies, and farmers' well-being in the region.

Objectives of the Study

  1. To assess the impact of Buhari’s agricultural revolution on the productivity of farmers in Jega, Kebbi State.

  2. To evaluate how the agricultural reforms have affected the livelihoods of smallholder farmers in Jega.

  3. To examine the challenges and successes of implementing Buhari’s agricultural policies in Jega, Kebbi State.

Research Questions

  1. How have Muhammadu Buhari’s agricultural policies impacted the productivity of farmers in Jega, Kebbi State?

  2. What has been the effect of these policies on the livelihoods of smallholder farmers in Jega?

  3. What challenges have farmers faced in implementing Buhari’s agricultural reforms in Jega, Kebbi State?

Research Hypotheses

  1. Muhammadu Buhari’s agricultural policies have significantly improved the productivity of farmers in Jega, Kebbi State.

  2. The agricultural reforms have had a positive impact on the livelihoods of smallholder farmers in Jega, Kebbi State.

  3. Farmers in Jega have faced significant challenges in fully implementing Buhari’s agricultural policies.

Scope and Limitations of the Study
The study will focus on the impact of Muhammadu Buhari’s agricultural policies on smallholder farmers in Jega, Kebbi State, particularly in relation to productivity, economic outcomes, and the challenges faced during implementation. It will not cover other regions of Kebbi State or evaluate the broader national impact of these policies.

  1. Agricultural Revolution: A series of policies and programs introduced to modernize and improve Nigeria's agricultural sector, focusing on increased production, mechanization, and access to credit.

  2. Anchor Borrowers Programme (ABP): A financial initiative introduced by the Central Bank of Nigeria to provide low-interest loans and inputs to smallholder farmers for increased agricultural productivity.

  3. Smallholder Farmers: Farmers who manage small-scale farms, often with limited resources, and typically engage in subsistence farming for personal consumption and local markets.
