Background of the Study
Nyesom Wike, appointed as the Federal Capital Territory (FCT) Minister in 2023, assumed office with a mandate to address key urban planning and development challenges facing the territory. One of the significant issues under his leadership is land allocation, a topic that has been contentious in the FCT for many years due to land disputes, encroachment, and irregularities in the allocation process. Lugbe, a growing district within the FCT, has witnessed rapid development due to its proximity to the city center, attracting both residential and commercial investments. However, land allocation processes in the area have been marred by allegations of corruption, favoritism, and non-compliance with urban development guidelines.

Wike’s policies and actions in land allocation will be critical in determining how effectively these challenges are addressed. His administration has made several promises to streamline land allocation processes, ensure transparency, and provide equal opportunities for all citizens. This study will examine Wike’s stance on land allocation in Lugbe, assessing the impact of his policies on transparency, fairness, and land development in the region.

Statement of the Problem
The land allocation process in the FCT, particularly in areas like Lugbe, has often been criticized for inefficiency, lack of transparency, and irregularities in the allocation of plots. This has led to conflicts, illegal settlements, and difficulties in urban planning. With Nyesom Wike taking office as the FCT Minister, there is a need to critically assess how his policies have impacted land allocation in Lugbe and whether his administration has been able to address these persistent challenges.

Objectives of the Study

  1. To assess Nyesom Wike’s stance on land allocation in Lugbe, FCT.

  2. To evaluate the impact of Wike’s land allocation policies on urban development and planning in Lugbe.

  3. To identify the challenges associated with land allocation in Lugbe and propose recommendations for improvement under Wike’s leadership.

Research Questions

  1. What is Nyesom Wike’s stance on land allocation in Lugbe, FCT?

  2. How have Wike’s land allocation policies impacted urban development and planning in Lugbe?

  3. What challenges exist in the land allocation process in Lugbe, and how can they be addressed?

Research Hypotheses

  1. Nyesom Wike’s policies have led to greater transparency and fairness in the land allocation process in Lugbe, FCT.

  2. The land allocation policies under Wike’s leadership have positively impacted urban development in Lugbe.

  3. Challenges related to land allocation persist in Lugbe despite Wike’s efforts to address them.

Scope and Limitations of the Study
This study will focus on Nyesom Wike’s policies regarding land allocation in Lugbe, FCT, from the time of his appointment as the FCT Minister in 2023. It will assess the effectiveness of these policies, their impact on urban development, and the challenges that remain. The study will not cover land allocation in other areas of the FCT or other policies introduced by Wike outside of land allocation.
