Background of the Study
Muhammadu Buhari’s administration launched the "Next Level Agenda" in 2019, focusing on driving socio-economic development across Nigeria. This agenda prioritized key areas such as infrastructure development, poverty alleviation, agricultural transformation, job creation, and the empowerment of rural communities. As part of the broader vision for Nigeria’s development, the Next Level Agenda aimed to address the long-standing infrastructural deficits and economic challenges faced by rural communities.

Kankara, a rural area in Katsina State, represents a significant part of Buhari’s target demographic for rural development. The region has faced challenges such as poor infrastructure, limited access to healthcare and education, high poverty rates, and unemployment. Through the Next Level Agenda, Buhari's government sought to enhance rural development by improving infrastructure, promoting agricultural development, and creating jobs in local communities. However, the full extent to which these interventions have impacted Kankara is not well documented.

This study will explore the effect of the Next Level Agenda on rural development in Kankara, Katsina State, focusing on infrastructure, agricultural initiatives, and poverty reduction efforts.

Statement of the Problem
Although the Next Level Agenda outlined significant plans for rural development, the actual impact on communities like Kankara remains uncertain. Kankara continues to face challenges related to poverty, inadequate infrastructure, and limited access to basic services. This study seeks to determine the effectiveness of the Next Level Agenda in improving rural development outcomes in Kankara, Katsina State, and to identify the specific areas of development that have been most and least impacted by the policy.

Objectives of the Study

  1. To assess the impact of Buhari’s Next Level Agenda on infrastructure development in Kankara, Katsina State.

  2. To evaluate the effect of the Next Level Agenda on agricultural development in Kankara.

  3. To investigate the impact of Buhari’s policies on poverty reduction and job creation in Kankara.

Research Questions

  1. How has Buhari’s Next Level Agenda impacted infrastructure development in Kankara, Katsina State?

  2. What effect has the Next Level Agenda had on agricultural development in Kankara?

  3. How has the Next Level Agenda contributed to poverty reduction and job creation in Kankara?

Research Hypotheses

  1. Buhari’s Next Level Agenda has significantly improved infrastructure development in Kankara, Katsina State.

  2. The Next Level Agenda has led to positive changes in agricultural development in Kankara.

  3. Buhari’s Next Level Agenda has contributed to poverty reduction and job creation in Kankara.

Scope and Limitations of the Study
This study will focus on the impact of Buhari’s Next Level Agenda specifically in Kankara, Katsina State. It will examine infrastructure development, agricultural initiatives, and poverty reduction efforts under the Next Level Agenda. The study will be limited to the policies implemented under Buhari’s administration and will not include other rural development programs outside the scope of the Next Level Agenda.
