Background of the Study
Muhammadu Buhari’s tenure as President of Nigeria (2015–2023) was marked by significant shifts in the country’s foreign policy, with an emphasis on regional security, economic diplomacy, and strengthening ties with key international partners. Buhari’s administration sought to improve Nigeria's global standing through initiatives such as promoting peace and security in the Sahel region, enhancing trade relationships, and addressing issues like terrorism and climate change on the international stage.

Damaturu, the capital of Yobe State, is an important region in the context of Nigeria's foreign relations, especially considering the security challenges faced by the state due to the insurgency of Boko Haram. Buhari’s foreign policy, particularly his focus on regional stability and international partnerships to combat terrorism, had implications for the security situation in Damaturu. The region’s reliance on international cooperation for security assistance and humanitarian aid made it an interesting case for examining the effects of Buhari’s foreign policy on local international relations.

This study aims to investigate how Buhari’s foreign policy influenced Nigeria's international relations, particularly in relation to Damaturu, Yobe State, and how these policies impacted security, development aid, and international cooperation in the region.

Statement of the Problem
Despite Buhari’s focus on international cooperation and regional security, there is limited research on the specific impact of his foreign policy on the international relations of regions like Damaturu, which are heavily affected by security challenges. This study seeks to evaluate the effect of Buhari’s foreign policy on international relations, particularly in terms of security assistance, foreign aid, and diplomatic engagement in Damaturu.

Objectives of the Study

  1. To assess the impact of Muhammadu Buhari’s foreign policy on Nigeria’s international relations with countries involved in regional security in Damaturu, Yobe State.

  2. To evaluate the effect of Buhari’s foreign policy on the flow of foreign aid and development assistance to Damaturu.

  3. To investigate the role of Buhari’s foreign policy in enhancing international cooperation for counter-terrorism and humanitarian efforts in Damaturu.

Research Questions

  1. How has Muhammadu Buhari’s foreign policy impacted Nigeria’s international relations with countries involved in regional security efforts in Damaturu?

  2. What effect has Buhari’s foreign policy had on the flow of foreign aid and development assistance to Damaturu?

  3. How has Buhari’s foreign policy contributed to international cooperation for counter-terrorism and humanitarian aid in Damaturu?

Research Hypotheses

  1. Muhammadu Buhari’s foreign policy has significantly improved Nigeria’s international relations with countries involved in regional security efforts in Damaturu.

  2. Buhari’s foreign policy has positively influenced the flow of foreign aid and development assistance to Damaturu.

  3. Buhari’s foreign policy has enhanced international cooperation for counter-terrorism and humanitarian efforts in Damaturu.

Scope and Limitations of the Study
This study will focus on the impact of Muhammadu Buhari’s foreign policy on international relations in Damaturu, Yobe State, particularly regarding security, foreign aid, and international cooperation. The study will be limited to Buhari’s tenure and will not extend to other regions or to post-Buhari foreign policy dynamics.
