Background of the Study

Ceasefire agreements have long been a crucial tool in peace negotiations, serving as an immediate mechanism to halt violence in conflict zones and pave the way for broader peace talks. In Northern Nigeria, particularly in Katsina State, conflicts between various armed groups and security forces have led to significant disruption of life. Kankara LGA, located in the northern part of the state, has witnessed armed confrontations, including banditry and militant attacks, which have destabilized the region and displaced thousands of civilians.

Ceasefire agreements have been used as a strategy to pause hostilities and facilitate negotiations aimed at resolving underlying issues, such as resource control, political representation, and access to services. However, the success of these agreements in achieving long-term peace has been questioned, particularly in areas where armed groups often violate terms or resume hostilities once their objectives have been achieved (Olu & Joseph, 2024). This study aims to evaluate the effectiveness of ceasefire agreements in Kankara, examining whether such agreements have led to sustained peace or simply served as temporary solutions to deeper structural issues.

Statement of the Problem

In Kankara LGA, ceasefire agreements have been implemented multiple times between armed groups and the government or local authorities. While these agreements temporarily halt violence, they have not led to lasting peace, with violations occurring frequently and resulting in renewed conflict (Saheed & Umar, 2023). The lack of comprehensive peacebuilding strategies, coupled with an absence of robust enforcement mechanisms, has hindered the effectiveness of ceasefire agreements in resolving the root causes of violence. This study seeks to analyze the factors that undermine the success of ceasefire agreements in Kankara and explore whether such agreements can be improved for better conflict resolution outcomes.

Objectives of the Study

  1. To evaluate the effectiveness of ceasefire agreements in resolving armed conflicts in Kankara LGA.

  2. To identify the factors that contribute to the failure or success of ceasefire agreements.

  3. To suggest strategies for improving ceasefire agreements as a tool for conflict resolution in conflict-prone areas.

Research Questions

  1. How effective have ceasefire agreements been in reducing armed conflict in Kankara LGA?

  2. What are the major challenges in enforcing ceasefire agreements in the region?

  3. What improvements can be made to ceasefire agreements to enhance their success in resolving armed conflicts?

Research Hypotheses

  1. Ceasefire agreements have been ineffective in resolving armed conflicts in Kankara LGA due to violations and weak enforcement.

  2. The success of ceasefire agreements is influenced by the willingness of parties to adhere to terms and the presence of robust monitoring mechanisms.

  3. Strengthening monitoring and enforcement mechanisms will improve the effectiveness of ceasefire agreements in Kankara LGA.

Scope and Limitations of the Study

This study will focus on ceasefire agreements in Kankara LGA , examining the context and outcomes of various agreements made during this period. The study may face challenges in gathering data due to security concerns and potential resistance from armed groups.

  • Ceasefire Agreement: A temporary halt in hostilities between conflicting parties, often used as a prelude to peace negotiations.

  • Armed Conflicts: Violent confrontations between armed groups, often involving casualties, displacement, and destruction of property.

  • Conflict Resolution: The process of resolving disputes or violent conflicts, often through negotiations, peace talks, or international intervention.
