Background of the Study
In Nigeria, the devastation caused by conflicts such as the Boko Haram insurgency has left many regions, including Yobe North Local Government Area (LGA), grappling with significant infrastructural, social, and economic losses. The rebuilding of these regions is essential not only for restoring basic services but also for rebuilding trust and stability in affected communities. Public-private partnerships (PPPs) have been recognized globally as a model for efficient post-conflict reconstruction, where the government collaborates with private entities to share resources, knowledge, and risks in rebuilding efforts (Salihu & Murtala, 2024).
In Yobe North LGA, where the impact of insurgency has been profound, PPPs have been utilized to rebuild schools, health centers, roads, and homes. However, the effectiveness of such partnerships in ensuring the swift and sustainable recovery of the region remains unclear. While there have been significant investments in infrastructure, challenges such as mismanagement, corruption, and lack of proper alignment between public and private stakeholders have hindered the full potential of PPPs in post-conflict reconstruction.
This study will evaluate the role of PPPs in post-conflict reconstruction in Yobe North LGA, identifying their successes, challenges, and the key factors that influence their effectiveness in rebuilding war-torn communities.
Statement of the Problem
Post-conflict reconstruction in Yobe North LGA has faced numerous hurdles, from inadequate funding to corruption and mismanagement of resources. While public-private partnerships are seen as a potential solution to these challenges, their implementation has been inconsistent, and the outcomes have been mixed (Abubakar & Nuhu, 2023). In some cases, private sector involvement has led to more efficient service delivery, but in others, it has resulted in increased disparities and inefficiencies. This study seeks to understand why some PPP initiatives have succeeded while others have faltered, with a focus on the factors that drive the success or failure of such partnerships in post-conflict settings.
Objectives of the Study
To assess the role of PPPs in post-conflict reconstruction in Yobe North LGA.
To evaluate the effectiveness of PPPs in rebuilding infrastructure and restoring essential services in the region.
To identify the challenges faced in implementing PPPs and suggest strategies for improving their outcomes.

Scope and Limitations of the Study
This study will focus on the evaluation of PPPs in Yobe North LGA, covering the period of 2015-2025. The study may face limitations such as restricted access to data due to security concerns, and challenges in gathering primary data from all stakeholders involved in the partnerships.
