Background of the Study:
Internally Displaced Persons (IDPs) in Nigeria, particularly in conflict-ridden areas like Borno State, face severe human rights violations. Monguno, a town in Borno, has witnessed the displacement of thousands of people due to insurgencies, leaving IDPs vulnerable to various forms of abuse, including inadequate access to food, healthcare, shelter, and education. The situation is compounded by issues like gender-based violence and inadequate protection from humanitarian organizations.

This study aims to evaluate the human rights conditions in the IDP camps in Monguno, Borno State, identifying the violations experienced by displaced persons and assessing the effectiveness of humanitarian interventions. The study will also explore the role of the government and NGOs in ensuring the protection of human rights in these camps.

Statement of the Problem:
IDPs in Monguno, Borno State, face numerous human rights violations, including limited access to basic needs, physical and sexual abuse, and a lack of security within the camps. Despite efforts by various organizations to assist these displaced persons, these violations continue to persist, highlighting the need for a comprehensive evaluation of human rights protection in the camps.

Objectives of the Study:

  1. To assess the human rights violations faced by IDPs in Monguno, Borno State.

  2. To evaluate the effectiveness of humanitarian responses in addressing the human rights needs of IDPs in Monguno.

  3. To recommend strategies for improving human rights protection for IDPs in Monguno.

Research Questions:

  1. What are the major human rights violations faced by IDPs in Monguno, Borno State?

  2. How effective have humanitarian organizations been in addressing human rights violations in the IDP camps?

  3. What measures can be implemented to improve human rights protection for IDPs in Monguno?

Research Hypotheses:

  1. IDPs in Monguno experience significant human rights violations, including lack of basic services and exposure to violence.

  2. Humanitarian organizations in Monguno have been ineffective in fully addressing the human rights needs of IDPs.

  3. Strengthening the involvement of local authorities and enhancing security measures can improve human rights conditions in IDP camps in Monguno.

Scope and Limitations of the Study:
This study will focus on the human rights conditions in IDP camps in Monguno, Borno State. Limitations include difficulties in accessing camp data due to security concerns and potential reluctance by displaced persons to report violations for fear of retaliation.

  • Internally Displaced Persons (IDPs): People who have been forced to flee their homes due to conflict, violence, or other crises, but remain within the borders of their home country.

  • Human Rights Violations: Actions that infringe upon the fundamental rights and freedoms of individuals, including the right to life, safety, and access to basic needs.

  • Humanitarian Organizations: Non-governmental and international organizations that provide aid and support to those affected by crises, including food, shelter, and medical care.
