Background of the Study:
Local governments play a critical role in the protection and promotion of human rights at the grassroots level, where government intervention often directly impacts citizens' daily lives. In Nigeria, local government authorities are tasked with implementing national policies and responding to the specific needs of their communities. Jibia, a local government area in Katsina State, faces several challenges related to human rights, particularly issues around access to basic services, security, and justice. Local governments in Nigeria, including Jibia, are expected to uphold the rights of citizens, especially in the areas of education, healthcare, and protection from violence (Kari & Bello, 2023). However, there are concerns about the adequacy and effectiveness of the local government's role in ensuring these rights, due to limitations in resources, political will, and capacity.
Jibia, being a border town, is also affected by migration, inter-communal conflicts, and rural poverty, all of which complicate human rights protection efforts. The role of local governments in addressing such issues is crucial, yet the effectiveness of their interventions remains largely under-researched. This study seeks to explore how the local government of Jibia functions in promoting and protecting human rights, and the challenges it faces in fulfilling this mandate.
Statement of the Problem:
Despite the significant role of local governments in protecting human rights, there are concerns regarding the effectiveness of these protections in Jibia, Katsina State. The local government has the responsibility to ensure the implementation of policies that guarantee the basic rights of citizens, yet many residents of Jibia still face challenges in accessing healthcare, education, and protection from abuse. The problem lies in the adequacy of local government structures to address these issues, especially given the resource constraints and socio-political dynamics that affect the region. This study will assess how well the local government is performing its human rights protection duties and identify gaps in its operations.

Scope and Limitations of the Study:
This study will focus on the role of the local government in human rights protection in Jibia, Katsina State. Data will be collected through surveys, interviews with local government officials, community leaders, and residents. Limitations may include the difficulty in accessing sensitive information due to fear of political repercussions, and the study may be limited by time and resource constraints.
