Chapter One: Introduction
1.1 Background of the Study
Internally Displaced Persons (IDPs) have become a major humanitarian concern in conflict zones across Nigeria, particularly in the northeastern region, which has been ravaged by the Boko Haram insurgency. Gwoza, a local government area in Borno State, has witnessed significant displacement due to the violent activities of insurgents, with many residents seeking refuge in IDP camps across the region. The security architecture in these camps is critical to ensuring the safety of displaced persons, who are vulnerable to exploitation, further attacks, and other criminal activities. According to Olatunde (2024), the security in IDP camps is often compromised by limited resources, inadequate law enforcement presence, and a lack of coordination between the government and humanitarian organizations. This study will appraise the security framework in the IDP camps of Gwoza LGA, identifying strengths and weaknesses, and providing recommendations for improving safety and support systems for displaced persons.
1.2 Statement of the Problem
The growing number of IDPs in Gwoza LGA has raised concerns about the adequacy of security measures in the camps. The camps are often overcrowded, poorly managed, and vulnerable to both external threats from insurgents and internal conflicts among displaced persons. With limited security personnel, inadequate infrastructure, and lack of sufficient coordination between stakeholders, the existing security framework is often insufficient to guarantee the safety of IDPs. This study seeks to assess the current security architecture in Gwoza’s IDP camps and evaluate how well it protects the displaced population from violence and other threats.

To evaluate the effectiveness of security arrangements in IDP camps in Gwoza LGA.

To recommend measures for improving security in IDP camps in Gwoza LGA.

1.5 Research Hypothesis
H₀: The security architecture in Gwoza’s IDP camps is ineffective in ensuring the safety of displaced persons.

H₂: Inadequate coordination between security forces and humanitarian organizations undermines the security of IDPs in Gwoza LGA.
1.6 Significance of the Study
This study is crucial for understanding the vulnerabilities faced by IDPs in Gwoza and will provide a framework for enhancing the security arrangements within the camps. By evaluating the current security infrastructure, the study could offer key insights to policymakers, security agencies, and humanitarian organizations on how to improve the safety and well-being of IDPs.
1.7 Scope and Limitations of the Study
The study will focus on the IDP camps located in Gwoza LGA. Limitations include potential access issues due to the volatile security situation and the reluctance of displaced persons to discuss their safety concerns due to fear of retaliation.
1.8 Operational Definition of Terms
IDP Camps: Temporary shelters provided for individuals or families who have been displaced from their homes due to conflict, natural disasters, or other emergencies.
Security Architecture: The organizational structure, resources, and processes in place to ensure safety and security within a defined area.
Displaced Persons: Individuals who have been forced to leave their homes due to conflict, persecution, or natural disaster.
