Chapter One: Introduction
1.1 Background of the Study
In many Nigerian communities, market associations have evolved into key structures not only for economic transactions but also for social and security functions. In Wukari Local Government Area (LGA), Taraba State, these associations play a crucial role in ensuring the safety of traders and customers in the local markets, which are often targeted by criminals due to the high volume of daily transactions and gatherings. Market associations have thus been tasked with overseeing security surveillance, sometimes in collaboration with local law enforcement agencies. According to Mohammed (2023), these associations help identify and mitigate potential security threats, ranging from theft and vandalism to more organized forms of crime, including kidnapping and insurgent activities. Despite the recognized role of market associations in maintaining order, there is limited research on how effective their security surveillance efforts have been in Wukari. This study aims to evaluate the role of market associations in Wukari, with a particular focus on their contributions to security surveillance and crime prevention within the local markets.
1.2 Statement of the Problem
Market associations in Wukari have increasingly been involved in security surveillance within their markets. However, the effectiveness of these associations in curbing crime and improving security remains unclear. While some believe they are playing a pivotal role in community safety, there are concerns about the limitations in their ability to address larger security challenges, such as armed robbery, terrorism, and organized crime. This study seeks to investigate the actual role of market associations in enhancing security and explore the challenges they face in fulfilling these responsibilities.

1.6 Significance of the Study
This study will provide insight into the role of market associations in improving security within local markets, which can inform both local and national security policies. It will also highlight the challenges these associations face, which may guide the development of support structures to enhance their capacity in maintaining safety and order.
1.7 Scope and Limitations of the Study
The study will focus on market associations within Wukari LGA and their contributions to security surveillance in local markets. The limitations include potential bias from respondents and the difficulty of assessing the impact of these associations on larger, more complex security issues.
